Research On The Reform Of Jiangsu Port Management System

Port plays an important role in social and economic development in one country or region,which is the basis and pioneering industry in national economy,is an important basis of economic development in hinterland of city and region,and provide supports and guarantee for other industrial development.Port is an industry with high linkage of social connection,which has an important impact on economic development and social progress in its hinterland of city or region,while its prosperity of city and hinterland economy is a very important support for the development of the ports.Port management system is an inportant factor of influencing normal running of ports.Since the reform and development,Jiangsu port management system has undergone numerous reforms.In 1983,with the reform of the Ministry of Communications,the Yangtze River Shipping Administration Bureau was abolished,the Yangtze River Shipping Administration Bureau and the Yangtze River Shipping Corporation were set up,and the "double leadership" was implemented in 1987.In 2001,the Ministry of Communications comprehensively began to promote the reform of the port management system,which will be managed by the central administration of Qinhuangdao and the ports under the dual leadership of the central and local authorities.At the same time,the government and enterprises was separating from each other,port enterprises no longer have administrative functions.By analyzing the course and present situation of port management system reform in Jiangsu province,the main problems of port management system in Jiangsu province are summarized in this paper:lack of unified guidance for the reform of local port management system;the separated development of local ports,the low participation of social organizations and private enterprises.And the causes of these problems are summarized,mainly as follows:absence of port management systems;port management system has not been straightened out;officials' wrong view of political achievement;lack of independence of social organizations.This article also summarizes the port management system of the United States,Germany,Australia,Japan and other foreign countries,seeking experience and inspiration:a sound legal system;authoritative port development plan;flexible sources of funding;Integration of port management.In China,most of the port management power belongs to the system mode of government hierarchical management of the port.Combined with the current third reforms condition of Jiangsu' s port management system in port,then,the paper makes some suggestions for the reform of Jiangsu port management system.It is necessary to perfect the port management institutions and functions,accelerate the transformation of government functions,and strengthen the fund guarantee;it is necessary to establish and perfect the legal system of port management,set up authoritative port planning,and build a performance appraisal mechanism;We should optimize the layout of port and strengthen the overall utilization of resources;we need to give full play to the role of social organizations;non-public capital should be encouraged to enter the port area and so on.
