| Since the 18 th CPC National Congress,focused on "13th Five-Year Plan" and the future development in the longer term,the CPC Central Committee have progressively elaborated three major development strategies,the "Belt and Road Initiative" construction,the coordinated development of Beijing,Tianjin and Hebei and the development of Yangtze River Economic Zone.Particularly,the strategy of the "Belt and Road Initiative" construction has guided a batch of products to go global and driven the prosperous development of the railway infrastructure undertaking.Chinese foreign contracting enterprises also have gradually transformed from equipment manufacturing export to export of Chinese standard.Standard is a comprehensive embodiment of a country's soft power and hard power.It is also an important means in the competition in the current international market.The realization of standardization requires firstly there must be standardized inspection agencies-for an enterprises,it refers to that its products must pass inspection from inspection agencies with modernized and scientifically regulated management system,which requires physical & chemical labs to be equipped with good overall strength of hardware and software and management capability.Specifically,failure analysis service is one of services that can mostly demonstrate the overall strength of physical & chemical labs.CRRC QiShuYan Co.,Ltdobtained good development opportunities in the process of "Belt and Road Initiative".Thanks to national strategies,physicochemical inspection service business volume of CRRC QiShuYan Co.,Ltd's physical & chemical labs increased progressively year by year.Meanwhile,CRRC QiShuYan Co.,Ltd's physical & chemical labs are faced with increasingly growing service difficulties,increasingly strict service requirements and gradual failure in quality guarantee.Particularly in terms of failure analysis service,based on observation of its actual operation,we found there were many deficiencies in its service process.Its problem was mainly reflected in the aspects: deep deficiencies in failure analysis service,high error rate of reports,long experiment period,poor environment of experiment sites,and undesirable communication with customers and poor performance in collection of feedback information.Based on analysis of those phenomena,we concluded that there were following problems in quality guarantee of CRRC QiShuYan Co.,Ltd's physical & chemical labs: 1.staffing was insufficient and staff members' capabilities were not able to meet the requirements of failure analysis service;2.infrastructure was not in place and not able to meet requirements of the service;3.staff members lacked awareness of failure analysis service;4.a suitable communicate platform was not established,so there were problems in communication between physicochemical members and customers and requirements of customers were not clarified;5.failure analysis service was not regulated due to lack of restrictions of rules and regulations;6.Review activities were inadequate to meet the requirement of improving quality system continuously.Accordingly,we adopted suitable improvement measures in line with business characteristics of failure analysis service of physical & chemical labs,including using QFD Matrix Chart to clarify actual requirements of customers,formulating quality guarantee plan,improving organizational framework of physical & chemical labs,formulating " 6s" management measures,regulating program file of failure analysis service,optimizing communication platform,improving customer satisfaction questionnaire,providing professional trainings for physicochemical members and formulating incentive measures to improve quality continuously.Based on satisfaction survey of failure analysis service of CRRC QiShuYan Co.,Ltd's physical & chemical labs and statistics of error rate of inspection of physicochemical members after improvement,we reached a conclusion that the quality assurance system of physical & chemical labs was able to meet requirements of failure analysis service. |
