Fire accidents happen from time to time,they not only bring about huge economic losses but also lead to catastrophic consequences.For example,the lives and property safety of the people near the emergency site will suffer huge losses and damages.Also,fire accidents may cause irreversible damage to the ecological environment.In the event of a fire emergency,How to effectively reduce the economic losses caused by disasters and ensure the safety of the people's lives are very important.In view of the above situation,a fire emergency command system based on WebGIS is proposed in this paper,which is an assistant decision-making system with the functions of spatial analysis,data with spatial attribute storage and management.Helping fire department to input data from the alarm to the incident information,and plan approval to the plan start,emergency response to real-time command,incident handling to the event of an integrated emergency command system.It effectively improves the emergency command center to deal with emergency incidents ability,to a certain extent,reduce the risk of accidents that may endanger people's lives and property losses.The main contents of the thesis are as follows:(1)The development of emergency command system in detail are analyzed,and summarizing the current situation and deficiencies of fire emergency command system at home and abroad,finally,the main research goal of this paper is established.A brief introduction of related technology that used in system development,including the GIS technology,WebGIS,dynamic WebGIS,B / S structure model,JavaScript components.(2)In choice of choosing the optimal path,classical algorithm is prone to bring local optimal solution and low convergence problem.In view of this problem,we put forward an improved genetic algorithm to select the optimal rescue route,further more,improving the emergency response time,Making sure the rescue vehicles rushed to the scene of the accident in the shortest time.(3)A fire station in the Hongshan district of Wuhan city as the user in practice,according to the requirements of the fire emergency command,designing the system's architecture,system work flow,database and functions of the key modules.(4)In order to assist the decision-making of the fire emergency command,improve the efficiency of emergency rescue and the decrease of disaster losses,the coding realizes the functions of alarming,monitoring,submitting the event,managing plan,working task,operating the plan,analysing the rescue path,responsing to the emergency,real-time command,uploading video or picture.
