Energy is an important material foundation for the survival and development of human society,and it is the foundation and driving force for modernization.It is related to the national economy and people's livelihood and the country's strategic competitiveness.The long-distance oil and gas pipelines with the main mission of transporting oil and natural gas are the "bloods" of China's energy development.They are national lifeline projects and are related to national energy security.According to statistics,in 2015,China's crude oil pipelines were 27,000 kilometers,product oil pipelines 21,000 kilometers,and natural gas pipelines 64,000 kilometers,totaling 112,000 kilometers.Oil and gas pipeline transportation has become one of the five major transportation methods along with highways,railways,aviation and waterway transportation.However,as oil and gas pipelines promoted rapid economic and social development in our country and brought benefits to people's livelihood,they also brought life-threatening threats.In 2013,Qingdao City,Shandong Province,?11.22? Sinopec Donghuang Oil Pipeline leaked and exploded in a particularly serious accident,resulting in a The adverse social impact of change has also affected the development of the oil and gas pipeline itself,reflecting the safety contradiction between China's oil and gas pipeline construction and urban development.This dissertation studies the risk analysis methods and safety planning methods of oil and gas pipelines at home and abroad,and finds the shortcomings of China's oil and gas pipeline risk analysis methods and safety planning methods.By analyzing the composition and characteristics of oil pipelines and gas transmission pipelines,and studying the domestic and foreign typical accident cases and accident statistics databases,the causes of the failure of oil and gas pipelines were determined.According to the accidental energy release theory,the risk of oil and gas pipelines and the risk factors that lead to the failure of oil and gas pipelines are analyzed.According to the incident tree theory,the types of accident consequences of oil pipelines and gas transmission pipelines are analyzed,and calculation models and damage criteria for accident consequences of oil and gas pipelines are established.By studying the probability of pipeline failure,the probability of meteorological conditions,and the probability of ignition,a calculation model for accident probability of oil and gas pipelines is established;The definition of risk and ALARP guidelines established the oil and gas pipeline risk calculation model and risk acceptance criteria.Based on this,a safety planning method based on quantitative risk analysis was established.According to the method proposed in this paper,risk analysis was conducted on high-consequence areas of gasoline pipelines and natural gas pipelines in a certain area,safety planning proposals were proposed,and thoughts and discussions were carried out to verify the feasibility,rationality,and scientificity of the method.In order to protect the safety of oil and gas pipelines and the safety of the targets in surrounding areas,it provides a theoretical reference for the safety planning of protective targets in the surrounding areas of oil and gas pipelines and optimization of land resources utilization.
