Since the reform and opening up,China's economy has rapidly emerged and now has become the world's second largest economy.With the rapid development,in recent years,the drawbacks of China's economic development model have gradually emerged.The extensive development of energy-intensive development and the environmental problems caused by excessive energy consumption have become key problems that China urgently needs to solve.The 18 th national congress of Communist Party of China put forward many goals.Among them,the most striking one is that the construction of "beautiful China" is proposed for the first time.This means that China has upgraded "ecological civilization" to a new strategic height.As a developing country,while ensuring steady economic growth,a resource-saving development approach oriented to the protection of the environment has been established.The transformation of the industrial structure is one of the key elements to achieve a “win-win” situation.At the end of 2016,China released the "13th Five-Year Plan" for energy.The plan puts forward "the total energy consumption will be controlled within 5 billion tons of standard coal by 2020," and the proposed plan will have an impact on all aspects of China's economic development.Among them,one of the major issues that the majority of scholars are most concerned about is how the total energy consumption control will affect China's industrial structure.Before this policy was put forward,Chinese scholars did little research on the control of total energy consumption.In order to study the impact of total energy consumption control on the industrial structure,this paper uses the Computable General Equilibrium Model of the three industries and 14 departments to simulate China's social economic system.Through the 2012 China Input-Output Table,a social accounting matrix was established.And setting four different levels of energy consumption impacts,observe its impact on the output of the three industries and 14 departments.Based on the impact of these four levels of total energy consumption,the changes in output of the three industries and 14 sectors under the two different types of technological advances were further studied.Through analysis,this paper has obtained the following conclusions:(1)The implementation of this policy total energy consumption control will accelerate the adjustment of China's industrial structure.The impact of total energy consumption will have the least impact on the primary industries such as agriculture,forestry,animal husbandry,fishery.It has a strong negative impact on energy-intensive industries and secondary industries,and it has a certain role in promoting the tertiary industry.This is caused by the gradual flow of production factors from the secondary industry to the tertiary industry.(2)Technological advances in all sectors of society and technological advances for energy-intensive sectors can all reduce the impact of total energy consumption control on various industries and sectors.Among them,the technological progress of all sectors is more conducive to stabilize the production of industries and sectors under the impact of energy consumption control than the technological progress for only energy-intensive sectors.
