Since short-term construction planning was put forward in the 1986 s,some scholars have studied and discussed the theory and method for the preparation of recent urban construction plans in China,and put forward many useful references and suggestions for the preparation of the recent urban construction plans in the new period.With the improvement and innovation of the entire planning system,the status and role of the construction plan in the recent urban construction has been continuously improved.Although these theories and methods have provided effective guidance and reference for China's recent construction plans for a long period of time,with the rapid economic development in recent years,China's recent urban construction plans cannot be quickly guided due to its short establishment cycle.The development of urban development has gradually been neglected and turned into a statutory guarantee for a large number of approved projects,and the innovation of relevant theories and methods has stagnated.short-term construction planning is a tool for the government to demonstrate its performance,not the first step in guiding the town in the direction of the overall plan.On the one hand,it is the recent omission of construction planning.On the other hand,it shows that the plan cannot help the plan.It is well known that following the reform and opening up,China's urban construction has continued to develop at a rapid rate.The traditional urban planning model formed under the original planned economic system has been difficult to meet the needs of China's rapid urban development.There is an urgent need for more scientific and effective planning theories and methods.This is especially true for the small and rapidly developing small towns in the Pearl River Delta region of Shiwan.Due to the influence of various macro backgrounds and its own excellent conditions,the rapid development of its towns andcities far exceeds our imagination.This paper,combined with the preparation of a new round of near-term construction plans for Shiwan Town,starts with the important and pressing issues that Shiwan has faced in the near-term construction plan.These issues have been analyzed,studied and summarized in a more meticulous manner with a view to a new round.The preparation of short-term construction planning provides a reference and the following main conclusions are obtained.1.Small towns have become the follow-up driving force for China's urbanization process.Planning and construction of small towns will usher in a brand new spring.The recent construction plan,as the first step in guiding the development and construction of the town and realizing the overall plan,should receive sufficient attention.2.As a small town in a developed region,Shiwan has a strong attraction for external industries due to its own advantages and the eager expectations of higher-level governments.The demand for land resources in the future will be enormous.Therefore,for the phenomenon of extensive expansion of urban construction land and serious waste of land resources,it is urgent to propose effective solutions or mitigation measures in the short term to prevent further deterioration of this phenomenon.3.The introduction of various industrial park projects has brought great opportunities for the development and construction of small towns like Shiwan,and it has also brought a lot of challenges.This will not only generate huge land use demand,but it will undoubtedly be a challenge for the rapidly developing small cities and towns that have been extensively developed in the past.At the same time,it will also be a challenge to Shiwan's status infrastructure,supporting facilities for public facilities,and road transport facilities.The ability of municipal facilities to meet future requirements requires scientific prediction and planning.4.Due to the large amount of financial expenditures invested in the construction of new urban areas and industrial parks,the development of the old city area was neglected,resulting in a slow renewal of the old city.Therefore,in the face of imbalances in the development of the township's space,we must be able to target,adapt to local conditions,clearly define the direction of development,and carry out reasonable construction in light of the different conditions in different regions..5.The completeness of various types of facilities can determine the futuredevelopment height of cities and towns,and directly relates to the quality of life of urban residents on a micro level.Although the shortage of public facilities is a phenomenon that most cities and towns will have in the process of development,we cannot simply ignore it as a phenomenon.Instead,we should propose a solution that can be effectively mitigated and implemented through each round of recent construction plans.The “20-minute daily life circle” is used to guide the division of the three-level public service facilities in the township,and the rational allocation of public facilities is combined with the different functions of the different districts to ensure the coordinated and orderly spatial structure of the township.
