Information technology has created a frenzy of reforms in the Architectural,Engineering,and Construction(AEC)industry worldwide today,and BIM technology diffusion(i.e.promotion and application)is particularly active.Although China's BIM technology started late,it has developed rapidly.Since the “Eleventh Five-Year Plan”,all levels of government agencies and construction-related organizations and associations in China have formulated dozens of policies concerning BIM technology promotion and application in the AEC industry.However,BIM technology still faces the barriers such as the low level of promotion and application in China's promotion and application,and the inability of forming a complete industrial chain to cope with the synergy of various aspects of the project construction.BIM policy is the core tool to eliminate barriers to the promotion and application of BIM technology.However,there has been little research in the past to systematically analyse and explain how China's BIM policy has overcome barriers to the promotion and application of BIM technology.The implementation status of the policy and its implementation effects are unclear.Therefore,mapping the relationship between BIM policy and BIM technology promotion and application barriers is an entry point,which is important to promote the development of BIM technology in China by studying the current status of BIM policies in China and identifying the implementation effects of BIM technology.Based on the research results of BIM policies and BIM technology diffusion barriers at home and abroad and combining with the actual development of China,the paper first summarized the barriers in the promotion and application of BIM policies and BIM technologies in China through literature,and summarized five aspects of BIM policy contents-BIM standards and guidelines,BIM software development,BIM personnel training,BIM academic research,BIM best case studies,and 18 barriers to the promotion and application of BIM technologies.Then,through the expert scoring method and the literature review,the mapping relationship between BIM policy contents and BIM technology promotion and application barriers is analyzed,and through the mapping of the relationship,the Chinese BIM policy needs to be improved.The results of the study show that China's BIM policy is still insufficient in addressing the following six BIM technologies promotion and application barriers: “BIM promotion and guidance”,“corporate organizational factors”,“limitation of legal liability in BIM projects”,"costs involved in BIM," "passive personnel attitudes," and "lack of project external motivation".In view of the deficiencies in China's BIM policy in dealing with barriers in the promotion and application of BIM technology,the research needs to be improved to compare the BIM policies of the United States,the United Kingdom,Singapore,Taiwan and other developed countries and regions,drawing on the advanced experience of developed countries and regions.The relevant countermeasures and suggestions were proposed from the perspective of the government,enterprises,and construction industry-related associations and organizations.
