With the development of maritime transport,the traffic of waterway traffic is also increasing day by day.In order to ensure the safety of shipping,new types of maritime communications and management equipment are constantly being applied to water transport.Automatic Identification System is a new type of digital navigation system and equipment composed of base station facilities and shipborne equipment.It is based on Very High Frequency Digital Selective Calling and Global Positioning System.It can report the ship's navigation state and basic information for the Vessel Traffic Management Center within the scope of the sea area and play an important role in the field of modern electronic shipping.AIS makes up for the shortcomings of the radar.In the area where both radar and AIS are deployed,the integration of radar data with AIS data and its application in combination with Electronic Chart Display and Information System can effectively enhance navigation Transport management efficiency and safety.The existing ship monitoring and control system uses AIS or radar as the data source.However,there are rare cases of integration of AIS and radar.In this study,research of the AIS and radar data fusion algorithm in recent years are summarized.Besides,Data fusion algorithm is realized in system.Data fusion process uses improved KNN track association algorithm and experiment shows the improvement of the algorithm in performance and accuracy.In addition,the limitations of the traditional client development techniques are analyzesd and a client architecture that combines B / S and C / S is proposed.After that,design and realization of the ship monitoring system based on AIS and radar is delivered and electronic chart technology with AIS and radar data fusion algorithms are applied to the system.
