Cheng-bin-da Railway Construction Project Economic Evaluation

The economic evaluation of railway construction project plays a vital role in the validity and scientifity of project investment decision;it is also closely related to railway investment,railway construction and the standard and effect of railway operation and management.Therefore,the economic evaluation should be finished before the initiation of a railway construction program.This paper takes Chengbinda Railway as an example,and has an in-depth discussion and study on its economic evaluation of railway construction project,which includes financial evaluation and national economy evaluation,both of them have different effects.Besides,we choose various index systems for the evaluation.Based on the understanding of the content,methods and main functions of economic evaluation,this paper starts theoretical analysis and argument on Chengbinda Railway.The research conclusion can be used to provide effective reflection for railway construction projects in Heilongjiang and offers a reference for project planning in China.Firtly,this paper is started by illustrating the content of the economic evaluation of local railway construction project and the main parts of financial evaluation and national economy evaluation,then discusses the specific function of them in economic evaluation,and have a detailed analysis on the seletion and establishment of index system which provide theoretical basis for the overall economic evaluation.Secondly,this paper devotes its issue on uncertainty analysis and venture analysis of the economic evaluation of the local railway construction projects and comes up with the uncertain factors and risk factors' significant effects on the planning and implementation of the whole construction project,all of which is aimed at the accuracy,scientifity and rigor of the study.Finally,combining theory with practice,this paper take Chengbinda Railway as an example,and draw a conclusion of the economic evaluation.
