According to the World Trade Organization,The total annual global trade is around $16.4 trillion,while the proportion of ocean transportation is about 90%,besides,since " the Belt and Road Initiatives " strategy first proposed in September 10,2013,there are 69 national and international organizations signed " the Belt and Road Initiatives " cooperation agreements with China by the end of August,2017,which covers $21 trillion trade in total.The implementation of " The Belt and Road" strategy is not only conducive to promoting the development of trade of countries along the line,but also have a huge impact in the demand for maritime trade and the recovery of ship building industry.In addition,with the awakening of people's public safety and environmental awareness,as well as formulation and promulgation of a series of standards and convention for anti pollution of ships,the economy of the ship is no longer dominated by benefits,which means that the more competitive ship in the future is the one that give consideration to economical,advanced and environmental-friendly.In view of the limitation of the traditional ship type economic evaluation,the concept of whole life cycle is introduced,and the research is mainly carried out in the following aspects:(1)To make sure that every aspects which influence benefits in ship type economic evaluation,and then get more reasonable and accurate evaluation results,this paper uses the experience of the whole life cycle concept in engineering cost,project management and project demonstration at home and abroad for reference,analyzes the applicable field of the whole life cycle concept and impact on project management and cost management,and studies its feasibility in the economic evaluation of different ship types.(2)The life cycle concept is introduced into the study of ship type economic evaluation,that the whole life cycle of ships is divided into four phases: design phase,shipbuilding phase,operation phase and demolition phase.Develop a list of projects that affect their economy in the four phases,and then design the corresponding evaluation indexes on the basis of the characteristics of different ship types.Establish a whole life cycle economic evaluation system in VB program,to accomplish the comprehensive analysis and evaluation of the technical advancement,economic rationality and environmental-friendly for the whole life cycle of the ships.(3)On the basis of the traditional evaluation methods,improved compound weights calculated from organically combination of the analytic hierarchy process,which represents the subjective weighting method,and the entropy weight method,which representing the objective weighting method.Then the improved composite weights are applied to the TOPSIS method,and the improved compound weight-TOPSIS method is established to calculate the model.The example of 7 workover vessels' evaluation results show that the evaluation model which influent by both subjective wills and the information that the data carries,has a low sensitivity for subjective wills,and could avoid the deviation due to lack of experiences.
