At present,our country's economy entered a rapid growth in the new normal,electricity demand slowdown,faced with the outstanding performance of smog pollution of the environment,and the existing coal-fired power plant performance evaluation system of strategic management consciousness weak,strategy is not clear,there is no specific,system lack of integration,the indicators are not clear,neglect of intangible assets,etc.Through SWOT analysis,value chain analysis and strategic map drawing,hua'an power plant is used as an example to construct a performance evaluation system suitable for thermal power enterprises.In strategic map,taking hua'an power plant as an example,through the SWOT analysis of comprehensive,system resources of the enterprise's own conditions,advantages and disadvantages,and the enterprise inner and external environment combined with thermal power enterprises established strategic objectives,through the analysis of the value chain coal-fired power plant,find out the key to corporate strategy implementation measures,scientific selection and then to find the strategic map input,and then complete the strategic map.In the value chain analysis,highlighted the whole process,all links,comprehensive,holistic view of overall analysis,according to the characteristics of coal-fired power plant production and the value chain model is divided into external factors: internal value chain,vertical value chain and horizontal value chain,from the enterprise internal,enterprise production and management of ontology of micro situation,related to the enterprise's external market mechanism research enterprise in the field of value-added process.The strategy map based on SWOT analysis and value chain analysis makes the strategic positioning of enterprises clear and accurate,each indicator is detailed and representative,and the indicators are closely related to the ultimate strategic goal.The strategic map drawn in this paper is to describe how business organizations create value by adding a detailed layer of the strategic time dynamic and a granular layer to improve clarity.In the establishment of model index system,the index system of performance evaluation of thermal power enterprises was established based on the relationship between the indexes of strategic maps.Each index is analyzed to achieve a reasonable,complete and unified system.In the weight part,this article take 1-3 years and 3-5 years two periods respectively to calculate the weights of evaluation indexes,and the analytical hierarchy process(ahp)yaahp software model is established in this paper,the questionnaire survey and data analysis and calculation,it is concluded that the 1-3 years and 3-5 years two times the weight of each index.Based on the establishment of the performance evaluation index system of thermal power enterprises,the key links of performance management in the short term(1-3 years)and medium and long term(3-5 years)are pointed out.In this paper,we study the thermal power enterprise performance evaluation system in a certain degree to solve the deficiency of the existing performance evaluation of thermal power plants,is advantageous to the thermal power enterprises at the higher level to strengthen the strategic positioning,intangible assets,the consciousness of environmental protection and social responsibility,thus improve the overall competitiveness of the enterprise.
