As a necessary ancillary service facility for the normal operation of the port,the effectiveness of port logistics park's plan implementation not only plays an active role in the orderly and healthy development of the port,but also affects the overall economy of the city and the region.Due to the late start of the port logistics park in China and inadequate related practice experience,it is inevitable to have unexpected problems during the construction process.Shenzhen Yantian Port Logistics Park as the earliest port logistics park in China,reviewing and reflecting whose construction process can obtain valuable experience for the plan implementation of China's port logistics park.During the practice process of Yantian Port Logistics Park,one of the main problems is that there is an inconsistency between the development scale of the logistics park and the actual demand of the logistics space of the port under the influence of intricate relationships among multiple implementing entities,so that the limited land resources in the logistics park do not fall to the proper use of functions,and then led to the land facing the trend of functional replacement driven by the interests of the local government.Therefore,it is necessary to make use of the land scale of the port logistics park rationally in order to avoid such problems as much as possible.By establishing a relationship between the land scale of port logistics park and the port throughput,and referring to the representative port logistics parks worldwide,this paper analyzes specifically from the functional characteristic of the port,transportation systems and land conditions to find out the characteristic of this relationship.Furthermore,concluding a set of numerical ranges based on the analysis,which separately represent the relationship between the port throughput and port logistics park,warehousing land and occupied area of warehouse facility and container yard.These numerical ranges not only reflect the actual supply and demand relationship between the logistics park and the port,but also reflect what kind of development strategy the logistics park took under the corresponding management mechanism in the process of construction and what the implementation effect was eventually going to be.It not only gives an empirical value for the land scale of Yantian Port Logistics Park,but comes up with certain reference for how to guarantee the effective implementation of the land use in the logistics park.This paper puts forward a new idea for the plan and construction of the port logistics park and the study on the scale of land use by finding the problems from the actual case and seeking the reference methods to solve the problems from other practical cases.In practice aspect,it provides a direct reference for the determination of the land scale of port logistics park in our country.In the future when determining the land scale of a port logistics park,it can be combined with the traditional model parameter method to give a more accurate scale forecast result.
