Minjiang Estuary is the choke in the Taiwan Strait and it’s also the main channel for north-south navigation when ships entering and leaving Fuzhou Port or when the small ships try to manage to avoid bad weather.In recent years,the continuous construction and development of Fuzhou Port leads to a gradually increased navigation density in the waters,which cause problems like crisscross in ship route navigation and disorder in navigating.But the existing management method is backward,so that the navigation environment is getting worse,causing the ship collision accidents in the water area.In order to improve the ship navigation environment of Minjiang Estuary waters,streamline and simplify the traffic situation in that area,it is necessary to carry out a thorough investigation and study on the water traffic situation in Minjiang estuary,and regulate and optimize the route of the ship in that waters.On the basis of field research and data collection,a comprehensive analysis of the navigation environment in the Minjiang estuary is carried out,including the hydrological and meteorological features,routes,navigation obstructions and navigation aids,and ship traffic characteristics,i.e.traffic flow,track distribution,etc.In order to gain a deep understanding of the traffic situation and traffic risk characteristics in Minjiang port,the fuzzy comprehensive evaluation method is combined with the function of ArcGIS grid and visualization method to study the spatial distribution of navigation risk.Analysis results show that the traffic flow Vessel Encountering and Head-on situations,and obstructions are the main factors of threating the Minjiang Estuary of ship navigation safety;and Min River Estuary navigation risk mainly exists in the waters of the Yangyu to Matsu road and waters near Seven Star reef.On the basis of traffic characteristics and risk analysis,the necessity and feasibility of Ships’ routeing system design in Minjiang port area are described;then,according to the characteristics of ship traffic waters,the main forms of Ship routing systems is determined to be traffic seperation schemes and warning area;considering IMO regulations,standard separation theory and positioning accuracy,the parameter scale traffic lanes are determined,and then using electronic chart equipment,Yangyuand seven reef waters of a traffic separation schemes are design respectively,and analysis of the pros and cons of each schemes has been carried out.In order to confirm the ship routing system which is in line with the characteristics of Minjiang port waters,expert questionnaire and analytic hierarchy process are combined and all the alternatives are compared.And on the basis of collecting and analyzing the experts’ opinions,the main problems in the optimization schemes are defined.By using traffic conflict theory,the lack of the preferred scheme of the warning area is optimized for the design of the channel.Finally,the final scheme of ship routing system in Minjiang port area is obtained,and the corresponding suggestions to the implementation of the plan are put forward,to ensure the ship routing system can play a maximum role to improve the traffic flow.
