| By reasons of the increasing development of Chinese economy and the deepening of urbanization process,government faces the circumstances that a growing amount public infrastructure need to be developed and constructed.This large number of infrastructure construction leads to both the tightening of government expenditur e and a stronger imbalance of local debt structure.Chinese government,in the context of above,uses a mature experience practiced by many developed countries for reference and introduces the PPP mode(Public-Private-Partnership)to better accommodate modern social economic environment.In my writing,issues such as how to adapt the PPP mode to local conditions,to solve the problems of fund gap and the operation and maintenance of municipal infrastructure effectively,to elevate service quality,to strengthen risk management and to reduce project cost will be mainly discussed.This essay will summarize related articles firstly and reference the implementation of the Dalian cross-sea transport project,in order to study and illustrate its mode of operation,financial appraisal,deal structure,cooperation system,risk allocation,operation maintenance and transfer and draw a conclusion that PPP mode is suitable for a Quasi-operational market.Also,targeting at public utility constructing projects,suggestio ns on how the strategy will be addressed are stated at the end of this article. |
