The Preliminary Study Of Rural Planning Methods In Yunnan Province Under The New Era

With the strategy of “ rural revitalization ” was put forward,the country is facing unprecedented opportunities for development,while also facing great challenges.The country needs to be revitalized and the planning should go ahead.At the same time,the government has incorporated the urban and rural planning functions into the newly established natural resources department,and a series of reforms in the field of urban and rural planning indicate that the urban and rural planning will usher in a new era.However,for a long time,rural planning applied the method of urban planning mechanically,and has not fully assumed the role of correctly guiding rural development.Facing new changes,the rural planning should change the way of thinking and the way to working,jump out of the pattern of city planning,build rural planning method system,scientific rural planning method is the important way to realize the strategy of "rural revitalization".Yunnan rural area as a typical ethnic communities in China,has many features such as cultural diversity,ethnic diversity and complexity of terrain,making the rural planning study of Yunnan has an important regional significance and research value.Based on the "Yunnan rural" as the research object,through the author's rural planning practice and in-depth field research,collected a large number of information which is about Yunnan rural planning and practical information,through statistical analysis,sampling investigation and comparative study,summarized the main problems of rural planning in Yunnan province in the aspect of method,the reasons and successful experience systematically.On this basis,combining with the theory research and independent thinking,put forward Yunnan characteristic rural planning method a preliminary study under the new era:rural planning should be engineered first,then planning,engineering is qualitative,focus on strategy,the introduction of social capital planning stage,implement multiple build,set the operation mode of the sharing and mutual benefit,through deep research,industrial planning;Planning is quantitative,focusing on space,which is the implementation of planning qualitative content in space planning and design;in the process,the villagers as the core of the rural planning should be encouraged to participate in,let the villagers to participate in the planning and design,the villagers and other participants in the form ofdemocratic voting scheme,scheme by combining rural planning and local rules.During the implementation of the operation stage,the planner will guide the implementation,the villagers will actively participate in the construction of the village,the government will provide funds and policy guarantee,and the social capital will be responsible for the investment and operation.In the end,the research method is applied to the planning practice of a village named as Bapai village,which is in Tengchong city,Lotus town,through the empirical research,exploring the scientific and adaptability of this research.
