At present,world resources remain in short supply,the environment problem is becoming more and more serious,the energy shortage and pollution problem have become the constraints of energy use around the world social and economic development of important issues,the development of green energy and clean,the trend has become the consensus of the world,all countries strive to promote clean energy and low carbon energy development.In recent years,our country is in a critical period in the development of clean energy,and thus the nationwide in a clean energy revolution,and will profoundly change our country economy,create a new situation in economic development.Tangshan as traditional heavy industry city,has been such as steel,coal,electric power industry as the leading,with the development of society and economy,the traditional heavy industry due to low added value,big pollution,low technology content added to the list of key cities to capacity.At present,Tangshan is facing the challenge of industry transformation and upgrading,need to realize the transformation and upgrading of industrial structure adjustment and at the same time,to find and cultivate new high technology content,green,sustainable economic growth.Developing the clean energy industry is one of the important ways to realize the industrial structure adjustment in Tangshan city.Article first to analyze Tangshan clean energy development present situation,discovered from clean energy development of single factor evaluation,clean energy development conform to the requirement of the sustainable development of Tangshan apparently one-sided,on this basis,the clean energy of each single factor in the clean energy industry,a comprehensive evaluation of by fuzzy analytic hierarchy process(ahp)of the organic combination of energy,economy and environment,and establish a comprehensive assessment system,the weights of the indexes given,through practical and reasonable comprehensive evaluation matrix analysis results are obtained.The evaluation results show that the overall score of Tangshan clean energy industry development level is in the "low" level range.The development structure of Tangshan clean energy industry is not reasonable,and there is still a long way to go before meeting the requirements of sustainable development of environment,economy and energy.According to the above analysis,the paper puts forward four problems in the development of Tangshan clean energy.Finally,for the development of clean energy industry in Tangshan city,put forward the concept of Tangshan clean energy industry development,overall objectives,development strategy and specific safeguard measures,and hope that this article the research process and result of Tangshan policy making and development of the clean energy industry to provide the certain reference value.
