Earthquake disaster is one of the most serious natural disasters in China.Several severe earthquake disasters have caused serious casualties and property losses,and a large number of victims need to be relocated.Disaster shelter is a safe space for people in the disaster or after the disaster that can be provided basic living conditions,and which is also a necessary place for emergency relief and material distribution.The construction of a perfect disaster shelter system is crucial to improve the disaster prevention capacity,ensure social stability and operation in post-disaster areas.At present,most of the disaster shelters established in China are mainly open spaces,such as existing parks,green spaces and squares.Such places are weak-resistant to bad weather and are unable to meet the demand for shelter in densely populated areas.So it is one of the development directions to use schools and other existing buildings as shelters in future.This thesis studies the refuge shelter building design process,refuge arrangement,flat disaster conversion,seismic performance evaluation and seismic strengthening by a high school frame structure building as shelter building design,and compares the differences of seismic performance and reinforcement in different design conditions.The analysis shows that the suitability evaluation,seismic performance evaluation and necessary seismic reinforcement should be taken.The plan of disaster reduction should be determined based on the normal function and the configuration of the facilities.This thesis gives the refuge arrangement and the safe evacuation plan for different sheltering periods.The ratio of the effective area of refuge area to the construction area is 0.67.The seismic performance evaluation of the frame structure teaching building can be considered after the adjustment coefficient of seismic action,and routine analysis software is used for bearing capacity and deformation calculation of response spectrum method,and additional analysis of Pushover method.The seismic weak parts are comprehensively determined according to the calculation of both.The frame structure teaching building should be strengthened by means of adding dampers firstly.
