Study On The Division Of Responsibility Area Of Emergency Shelters In The Main Urban District Of Nanjing Based On Weighted Voronoi Diagram

The frequent occurrence of disasters in recent years has brought more and more attention to the question of how to ensure the safety of people’s lives and property.The rapid development of cities also makes the damage caused by disasters even greater.In this context,the country has put forward the goal of further improving the mechanism of disaster prevention and relief,which also puts forward higher requirements on the urban construction level.The concept of responsibility area was first proposed in the Design code for disaster prevention and shelter(GB51143-2015),and the research on the service scope of the shelter was more scientific.Based on this,this paper takes the responsibility area of the refuge area as the research object and combines the actual cases to explore the division of responsibility area.The research on the area of responsibility at home and abroad originated from the disaster prevention life circle and later extended the concept of the refuge circle.Our country summed up the experience at home and abroad and designated the service scope of the shelter as the area of responsibility.From the perspective of the division of responsibility,Japan and Taiwan mainly rely on walking distance or time to divide.In the past,the method of dividing service scope by radius in mainland China is relatively simple.This paper holds that the service scope of emergency shelters will be affected by many factors,only rely on individual indicators to division,ignored the role of other factors,the results are hard to avoid has its limitations.To solve this problem,this paper fully analyzes the present situation of nanjing urban area,put forward the conditions,evacuation capacity,the condition of emergency facilities,emergency traffic guarantee measures,construction safety degree,and surrounding facilities cooperation ability the six area divided influence factors,and try to through weighted Voronoi diagram will be selected factors to quantify the factors as weighting factor,and classification result is obtained.In the above analysis,it also takes into consideration the three aspects of road,natural elements and administrative division,as a supplement to the demarcation of the result boundary,so as to make the division of the responsibility area more consistent with the status quo.Finally,under the guidance of the above methods,taking the main urban area of nanjing city as an example,this paper conducts an empirical study on the area of responsibility in the main urban area to prove the feasibility of this research.This paper not only discusses the concept of responsibility area,but also makes a new exploration on the division method of responsibility area,which lays a foundation for future research.At the same time,the empirical research has some reference significance to the construction of the refuge site and other similar practices in the main urban area of nanjing.
