Since the reform and opening up,land development in China has been rapid and the level of national economy has improved.At the same time,the buildings on the ground are becoming denser,and people's requirements for social environment and aesthetics are more stringent.Various urban problems such as "road zipper" and repeated road excavation need to be solved urgently.The urban underground comprehensive corridor not only provides an intensive laying space for municipal pipelines,but also can solve a series of social problems,such as urban beauty,and should be popularized in a large scale in urban planning and construction.However,the early investment in the construction of integrated pipe corridors is very large.It is difficult to support the government finances alone,which hinders the development of the project.Based on this,the government has introduced the PPP model in the construction of the comprehensive corridor.Through the joint investment and construction of the government and social capital,the government can make up for the short and promote the popularization and application of the underground comprehensive corridor in our country.At present,the policy of the comprehensive corridor is not perfect,especially for the pricing of the project,the state has not yet issued a unified pricing standard and standard.But the reasonable charging mode and pricing mechanism are the key to the successful implementation of the PPP project.In this paper,the basic theories of the comprehensive Corridor project under PPP model are summarized and analyzed,the pricing model of the project is built,the pricing mechanism is established,and its feasibility is verified by an example.First,the related theories and pricing mechanism of project pricing are summarized and analyzed.The role and role of the stakeholders in the construction and operation of the project corridor are expounded,and the factors affecting the pricing of the comprehensive Corridor project are summarized and analyzed one by one,and the design principles and existing questions of the pricing mechanism of the gallery items are summarized and summarized.The complexity of toll pricing in PPP project is analyzed.According to these theories and methods,in addition,the cost and benefit of the project is analyzed,the cost sharing factor and the allocation method of the project are refined,and the reference model of the entrance fee and daily management fee of the integrated corridor PPP project is formulated.At the same time,the calculation method and payment method of the government feasibility gap subsidy are stipulated,the concept of performance assessment is introduced in the proportion of payment,and the performance evaluation index system of the project construction period and operation period is established respectively,and the calculation method of the performance assessmentscore is determined.In view of the long duration of the project and the risk of all parties can not be quantified,the time and method of pricing adjustment are analyzed.In the end,we take the Qingyang sponge city pilot project as a case to carry out an empirical analysis,and calculate the fees and the amount of the daily maintenance fee and the amount of the government subsidy to verify the rationality and maneuverability of the PPP item pricing model in this paper.Make sex.The pricing model built in this paper will be applied to the practice,which will help the government and social capital to make the investment decision of the comprehensive Corridor project,the negotiation and signing of the concessionary cooperation agreement and the long-term operation of the project,and then promote the development and popularization of the comprehensive Corridor project under the PPP model.
