In recent years,in order to meet the needs of infrastructure construction brought about by economic development in China,PPP mode has been widely used.However,as PPP projects have more complicated structures,more participants and longer time than ordinary projects,the risk prevention and control of PPP projects is particularly important.The vast amount of information that a PPP project generates over its entire life cycle makes the traditional information storage methods have serious deficiencies in organizing,sharing and reusing the information,and makes it difficult for PPP practitioners to obtain sufficient and appropriate theoretical and historical experience.Based on the above problems,this paper introduces ontology technology into the PPP risk domain.Through ontology-based modeling to organize and store the knowledge of PPP risk information,researching the knowledge reasoning and case-based reasoning,this paper hopes to provide adequate and correct theoretical support and historical experience for PPP risk decision makers to improve the accuracy and efficiency of decision making and promote the intelligent development of PPP project management.The main contents of research are as following:(1)Research on PPP risk theory.By researching the PPP project literature and historical cases,this paper summarizes the main factors and characteristics that affect the risk assessment of PPP projects,provides the theoretical basis for the organization of PPP risk information and the foundation for the ontology model construction.(2)Research on ontology.The development of ontology theory,research status,components and modeling theory are summarized.By comparing and summarizing,this paper concludes an ontology-based modeling method and a modeling tool which is most suitable for PPP risk domain.(3)Construction of PPP risk ontology model.Based on the knowledge characteristics and requirements of the PPP risk domain,Protégé is used to construct the PPP risk model,including classes,properties and hierarchical relationship.Finally,through the way of expert discussion and argumentation,the final model is verified.(4)Knowledge reasoning of PPP risk information based on ontology and JenaAPI.The reasoning machine theory and reasoning tools are discussed and compared.According to the characteristics of PPP risk,this paper adopts JenaAPI to build reasoning rules,uses Java language to complete the identification and reasoning of PPP risk with Eclipse,and completes the verification of reasoning process.Finally,the implementation process of ontology library and knowledge reasoning system is discussed.(5)Case-based reasoning based on PPP risk ontology.The principle of case-based reasoning is discussed,a method based on ontology concept semantic similarity calculation is proposed to calculate the case similarity,and the method is validated by case studies.Finally,the realization of the reasoning system is proposed.This paper adopts ontology-based modeling and reasoning technology to the organization,storage,risk identification and deduction of PPP risk information and provides a new solution to the problem of preventing and controlling the risk of PPP projects,which is helpful to promote the informatization and intelligent development in this domain and improve the management level of PPP projects.
