As the competition among OEM companies become more and more fierce,the profit Become much lower.In order to enhance its own competitiveness,T Company buy the TV Business from Philips to run it as own brand.But limited to its OEM gene,T company used to follow ODM customer's requirement to manufacture,so it face big problem in product development speed and product marketing after run Philips brand by itself.This paper base on the project management theory and practice aims at the problem and cause of low achievement rate in volume to market,by research the impact factors to project management from each department and analyze the related data,then came up with three main problems of project management which caused low achieve rate in product volume to market:too many quality issues impact project exit milestone event,judgment flow for audio quality and picture quality was disorder to get consensus,poor maturity of software which cannot meet the mass production's criteria.Then dig out main causes as below:1st,parts/product find defect in oversea factory even they pass all verification and inspection in China sending site.2nd,audio and picture quality was approved in China region while rejected by EU region.3rd,poor management in software development and testing process.In the end,by utilizing the PDCA to optimize the test condition of parts and products,PDPC method to improve the review procedure for audio quality and picture quality,and software project management methodology to optimize the management of software development and testing procedure.The conclusion after study are,1st testing condition for parts/products must take the environment condition of the transportation route into consideration,so that it can detect the failure before send out and take action in the design of part/product design or packing protection to prevent it from happen;2nd decrease the conflict in audio quality/picture quality review procedure to eliminate its impact to project schedule,the point is to have all participants to involve as early as possible together in same place;3rd predict the software bugs quantity to allocate the human resource for problem solving and testing,another key point is to detect and eliminate the bugs at early stage of project to secure the software maturity meet mass production's criteria.
