The construction of transmission and distribution of power grids mainly provides carriers for the transmission of electricity and energy.The production,transmission and deployment of electricity are a unified component.The construction of transmission and distribution can ensure the stable transmission of electricity and energy.For such an industry with economies of scale,the larger the general grid,the higher its technical performance and economic efficiency.However,the power construction project including this power transmission and transformation construction project requires a large amount of capital investment.It is necessary to make adequate preparations to prevent some risks.The comprehensive evaluation of the project,through the use of comprehensive evaluation methods to establish a suitable comprehensive evaluation system,can comprehensively analyze the various aspects of the project,and has guiding significance and reference value for the investment decision-making of the same type of distribution network construction projects.This article first analyzes the necessity of the construction of the 110 kV transmission and distribution project from Shaerqin to Dongjiaying and the role of comprehensive evaluation.On the basis of reviewing and collecting a large amount of relevant data and literature,the current situation of comprehensive evaluation at home and abroad is briefly described.The second part introduces the theoretical basis of comprehensive evaluation,including the connotation of evaluation and comprehensive evaluation,multi-index comprehensive evaluation,the definition of comprehensive evaluation right and the method of determining the right,the basic method of comprehensive evaluation,and the basic research content of comprehensive evaluation.Then a brief summary of the 110 kV transmission project from Shaerqin to Dongjiaying was carried out from several aspects,such as engineering overview,power system,primary load forecasting,engineering construction necessity,and transmission and transformation project design.In addition,the basic theory of AHP and fuzzy comprehensive evaluation methods are introduced.Based on the understanding of the specific conditions of the 110 kV transmission project from Shaerqin to Dongjiaying and the technology and methods of transmission and distribution engineering used,a comprehensive evaluation index system for the distribution network planning program was established.Including the pre-project process of the distribution network,power and electrical technology,civil engineering,and economic efficiency as the first-level indicators and the 16 second-level indicators.Based on the weight of each index determined by the analytic hierarchy process,the fuzzy comprehensive evaluation is used to quantitatively determine the fineness of the 110 kV transmission project from Shaerqin to Dongjiaying.The final evaluation result is consistent with the actual situation.
