Research On The Treatment Of The Temporary Submergence Caused By The Over-impoundment Of Reservoir

The over impoundment of reservoir reduce the pressure of downstream controlling the flood in flood season and reduce the flood loss in the whole basin.This has important strategic significance for flood control.But when the overall flood control benefit is obtained,the rising water level results in the temporary inundation of parts of the reservoir area,causing loss to local residents and units.Chinese Government has not yet issued the policies and regulations of the loss compensation for the temporary submergence of the over impoundment.In the past,the losses of the over impoundment has generally been treated as the common flood damage.With the improvement of the living standard of the residents,the damage caused by the over impoundment of reservoir is larger and larger.On the base of the sacrifice of residents in the reservoir area to ensure the interests and safe of the whole basin,it is necessary to give reasonable compensation to the residents and units that have suffered losses.In this paper,the temporary inundation compensation of reservoir over storage is taken as the starting point.This paper studies the influence of temporary flood,loss estimation and compensation scheme,the measures of disaster reduction and the establishment of guarantee system and the way and use of financing.Finally,the concrete analysis and application of the Guangdong hanjiang River Water Control Project engineering examples are carried out.The details are as follows:(1)In this paper,the temporary submergence loss is analyzed.We set up the tree pattern of the physical indicators effected by temporary inundation and propose a compensation scheme for the temporary submergence loss.(2)In this paper,the index system of the assessment of the temporary inundation loss and the index system of evaluation of the disaster reduction and guarantee capacity for the over impoundment of reservoir are studied and established.It solves the problem of evaluating the loss of temporary inundation by the over impoundment of reservoir.Then,the non-engineering disaster reduction measures are put forward,and the corresponding guarantee mechanism is set up.(3)For the first time,five kinds of channels can be used to raise funds for the compensation of temporary submergence.
