A Research On Spatial Distribution Evaluation And Planning Countermeasures Of City(District)Level Elderly Facilities

The planning and construction of facilities for the elderly is a comprehensive system engineering involving many aspects such as society,economy,population and policy.On the basis of fully understanding the needs of the elderly,the planning of the related facilities should take into consideration the local characteristics of the region,formulate technical guidelines according to local conditions,and classify the spatial layout planning by classification.In October 2017,the nineteen major reports of the party clearly pointed out that the socialism with Chinese characteristics has entered a new era,and the major social contradictions in our country have been transformed into the contradiction between the growing needs of the people and the uneven development of the unbalanced development of the people.In the future,elderly facilities planning should focus on the "functional value" of facilities,and strengthen the concept of "humanistic value" of facilities planning.On the basis of the basic national conditions of our country’s rapid aging,the planning can not only take the basic physiological needs of the elderly as the consideration,and should pay attention to the psychological needs of the elderly.Planning should not only have "endowment" consciousness,but also need to think about how to use the facilities to "entertain" and "educate" the old people.In this paper,the relevant supporting standards of the elderly people’s facilities in China are thoroughly studied,and on the basis of the full analysis of the social pension model in China and the related research on the evaluation of the spatial distribution of urban public facilities,it is mainly based on the classification standards of facilities in the standard for urban elderly facilities(GB50437-2007)issued by the Ministry of housing and construction.The relevant requirements of the scale were built,and the status of the city(district)senior citizens within the Shinan and Shibei district in Qingdao city was evaluated and analyzed.The research is based on the large volume of old people from the information registration form of the elderly population in Qingdao and the related facilities information obtained from the development plan of Qingdao pension facilities(2015-2020 years).At the beginning of the study,first of all,the content of the effective 15 thousand copies of the elderly questionnaire was analyzed,the required information was extracted,and the equilibrium of the current distribution of the facilities was studied.It was found that the distribution of the facilities is not balanced on the whole.Therefore,it is of great significance to carry out the study of space evaluation,which can help to find the most serious misplaced areas of supply and demand,and give priority to the proposal of planning and allocation in the near future.The main part of this study constructs a comprehensive evaluation system,which is based on three indicators,which are based on the desire of the elderly,the supply capacity of the present facilities and the traffic situation.When selecting the evaluation factor,the importance,comparability and availability of the factors are mainly considered.In the study,the number of different answers in the questionnaire is mainly based on the number of different answers,the more important the evaluation factor is,the more important of the evaluation factors,the ranking of the importance of all kinds of evaluation factors.The educational function facilities are scored separately,and then the overall comprehensive evaluation of facilities is carried out.In the end,according to the score,the scores of each street are ranked,and the visual form of the map is presented,and the planning measures to supplement the relevant facilities should be given to the group formed by the poor street units.In this paper,the main use of GIS spatial analysis method,research results for the related facilities space planning summed up a certain experience,and put forward reasonable suggestions to provide some help for the planning of related special facilities.
