As Three Gorges Project and Western China Development strategy have been successfully implemented, which have greatly promoted the rapid economic development of Chongqing shipping, shipping large, professional, rapid diversification. At present, the sand and gravel ship of the Yangtze River in Chongqing section amounts to 286, which has made a significant contribution to towns, transport and other infrastructure projects, but also has posed a great challenge to Water Traffic Safety. According to Chongqing Maritime Bureau statistics, The Traffic Accident and Dangerous Situation, in 2005,2006,2007,2008,2009, is respectively 10,16, and 12,5,15 and accounts for 13.89%,28.57%,19.05%,8.20%, and 22.06%. Compared with other ships, The Traffic Accident and Dangerous Situation of the sand and gravel ship of the Yangtze River in Chongqing section are serious. Especially, the condition is more obvious in 2009. The Traffic Accident and Dangerous Situation are total 15.17 people were declared dead and missing, and which is accounting for annual water traffic 89.47% of the total number of casualties. How to do good safety supervision has become the monitoring of the maritime sector the emphasis and difficulty.This paper makes secure system engineering as a starting point and makes security risk of the sand and gravel ship of the Yangtze River in Chongqing section as a research object. This paper identified the index system by means of qualitative and quantitative system analysis methods. It is based on analyzing many factors of ship security risk, combined with the sand and gravel ship of the Yangtze River in Chongqing section safety situation and the results of academic research. This paper determines the evaluation criteria of the index factor make use of expert questionnaire, and uses the fuzzy theory to establish the membership function of each index, and calculates the weight of each index value by the means of a Predigesting equential Pair wise comparison method. On the base of above knowledge, the author has Constructed a mathematical model on fuzzy comprehensive assessment. According to the result of the research in the paper, the local government and the channel section can get help to make some science decision of strengthening the management of the sand and gravel ship. At the same time, we can get some use for reference and consult from the model when we do the safe evaluation research of the water navigation of other inland river channels about the sand and gravel ship.So it has some certain applied value.
