As one of the developmental basic energy industry in China,electric power industry is the top priority of economic development.To deal with the changing external environment,electric power enterprises need to evalulate comprehensive performance.So that they can find problems timely and then solve them in specific way,which will improve these enterprises' market competitiveness and sustainable development ability.However,most electric power enterprise' comprehensive performance evaluation system considered less financial factors at present.The first reason is one all-round and multi-dimensional theoretical model is needed to make guidance to the electric power enterprise comprehensive performance evaluation.The second reason is the lack of uniform standard in data revealed of electric power enterprise in China,which lead to the lack of transverse comparison of data base in performance evaluation and restricts the enthusiasm and initiative of comprehensive performance evaluation in the electric power industry to a certain extent.This paper expected to provide some ideas for the establishment of a comprehensive performance evaluation of the electric power industry standard in China through the study of performance evaluation theory model and establishment of comprehensive evaluation system.Thus the electric power enterprises can find benchmark and data basis.Based on stakeholder theory and strategic management theory,this paper reviewed the development of enterprise performance evaluation and analyzed logic theory,which proved the rationality of expanding performance prism.And finally formed a comprehensive evaluation framework with three dimensions,including content,stakeholder and process.The content dimension includes economic,ecological and social performance.The stakeholder dimension includes the demand and contribution performance of multi-stakeholder in power enterprises.The process dimension includes strategy,path and capability performance.We can evaluate from the three single dimension,but we can also combine any of the two dimensions into performance matrix for combination evaluation,which can further refining the performance evaluation content.Based on the expanded theory model,this paper designed a comprehensive performance evaluation system of electric power enterprise through logic analysis in each dimension,experts' advice and literature material.Then we selected six electric listed companies as samples to do the empirical analysis from horizontal and vertical two viewpoint.Besides,we also verify the scientific of the evaluation system in this part.This paper uses AHP to determine the index weight.Through the horizontal comparison,we can get relative performance of six companies.Combination of any two dimensions evaluation can find some more detailed performance.Since then,we can accurate positioning the cause of the bad performance and finally then put forward relevant proposals.By the longitudinal performance comparison study in Huaneng power international company,we found that the company had great performanc in clean energy and staff care aspects,which are consistent with their strategic goals.But in scientific research investment and business process aspects,its' performance haven't reach the enterprise strategic objectives.It is indicated that the use of this evaluation system can play a strategic role in power enterprises to some extent.In addition,compared with the performance evaluation system of SASAC in the power production industry,the evaluation system and theoretical model in this paper is more comprehensive and scientific.The possible innovation points of this paper include innovation of performance evaluation theoretical model and innovation in the field of power industry application.And the conclusions includes: First,it is necessary to evaluate the electric power enterprises' performance integratly.Second,the expanded performance evaluation model has more comprehensive guiding significance.Third,the evaluation index system based on the expansion theory model has certain scientificity and rationality.In the process of the whole research of this paper can also draw two implications: First,it is very necessary to establish the industry standard for comprehensive performance evaluation of electric power enterprises.Second,power enterprises can set up their own indicator library and weight value.When the electric power enterprises need to evaluate their performance,they can select the indicators and weight value according to the enterprise's own situation.In addition,from the comparison of the horizontal and vertical sample enterprise performance,we can summarize some overall strategies for the performance improvement of power enterprises in China.Although the index system put forward in this paper can partly reflect some performance problems of electric power enterprises,the selection of indicators is limited because of the inconsistent disclosure of financial information and the limited data.This paper also analyzed these limitations and put forward the prospects for further research in the conclusion part.
