In recent years,with the rapid development of China's market economy,the domestic enterprises are facing ever-changing market,increasingly diversified and personalized customer needs.For enterprises' survival and development,higher requirements in human capital are raised.Training as an important means to develop human resources and increase human capital,so that enterprises can continue to improve themselves,adjust their own knowledge structure,adapt to external changes,and maintain and enhance their competitiveness.And therefore more and more companies begin to focus on training.While many companies invest a lot of time and money in employee training,but the results are often unsatisfactory.It's because that they do not have in-depth understanding of the substance of the training system cycle,and training evaluation is not in place.Existing results of the training evaluation,or consider the effect after completion of training,or try a slight theoretical exploration in training process,or although combine the process with the results,don't have a full range of spatial and temporal deep excavation in the whole process of training and all layers results of training.And because of the time lag and fuzziness of training performance,the current evaluation of the training mostly limited to theoretical studies and qualitative analysis phase,and there is no scientific quantitative analysis and evaluation on training effect,which greatly affected the economic and social benefits of training.Shaanxi construction enterprises have developed rapidly,have huge training workload and investment,but the effect needs to be improved urgently.Therefore,this paper take construction enterprises in Shaanxi as specific study object.Drawing on human capital theory,system dynamics theory,dual element theory,excellent performance and Performance Prism concept,this paper build a theoretical model of corporate training performance evaluation based on organizational performance leverage model(OPLM).Based on performance excellence to build a three-dimensional model of training performance evaluation factors,and then use Factor Analysis to analyze training performance evaluation factors.Based on TOPLM,build a BSC-KPI training performance evaluation system and a BP neural network evaluation model.According to its results,there are diagnostic results and some recommendations for improvement to training management.The main innovation in the paper as follows:(1)According to functional role of training and the core of continuous improvement,the paper take dual element theory into the training system and use system dynamics to explore the relationship between the training and performance.And then it puts forward that as the acceleration of human resources management and development system,training affects the entire organizational performance through affecting the results of human resource management and development,and training is the lever fulcrum of organizational performance.Besides,a corporate dual-element training performance evaluation theoretical model based on OPLM is proposed.(2)Taking Shaanxi construction enterprises as specific study object,the paper combines the CIPP model with Kirkpatrick Model from the perspective of training management.And then considering the time lag and fuzziness of training performance,and its suitability to performance management background of construction enterprises,and dual-element training capacity needs of Shaanxi construction companies,with excellent performance model(PEM)as a benchmark,building a process-result-excellent performance three-dimensional evaluation model.Besides,using factor analysis to analyze main training performance evaluation factors and the relationship between them.(3)According to TOPLM,Scientific and rational comprehensive performance evaluation of corporate training can not just considering the training or organizational performance,should combine the two sides to explore the connotation,extension,and tiered definition of training performance.Considering the needs and contributions of stakeholders,bring the new thought of performance prism into BSC.And BSC-KPI training performance evaluation indicator system including enterprises-departments – employees three levels is builded comprehensive from the two aspects of training and performance.(4)According to the time lag and fuzziness of training performance,and the relationship between training and performance,the paper build BP neural network training excellent performance evaluation mode of construction enterprises in Shaanxi.And then explore the nonlinear and fuzzy relations between the factors of training performance and the results of training performance through training,testing and simulation to do Data mining.(5)Apply the earlier research results to a specific enterprise,and then make an objective evaluation on practical training performance of one enterprise in a type of enterprise,and propose specific measures for management improvement.Finally,the comparison and feedback of the measures implementation effects are given.
