With the development of economy and the fast process of urbanization,waterlog of large and medium city especially the region with large population became the common problem so long as it rains.Meanwhile,many places badly suffered from drought and the lack of water.It proposed the requirement that "Sponge city with natural reservation and natural decontamination" according to president Xi Jinping speech and central working conference about urbanization in December,2013.In November,2014 the department of housing construction enacted Construction Technology Guide of Sponge City.The concept of sponge city stands the control of flood transforms from traditional single target control to multiple target control involving preventing flood,water quality guarantee and the resource utilization of the rainwater.The flood prevention management is transforming from traditional water conservancy by engineering to the combination of engineering and ecology.Guian New Area is the first experimental city of "sponge city" approved by the state council.The western mountain cities' unique precipitous terrain and richer spatial level of catchments than that of the eastern plain cause faster flow rate of the flood during rainstorm.Meanwhile,Guian located in the watershed area of Yangtze River system and Pearl River system so that the short water source,weak water flow and lack of water resource make it difficult for development and utilization and the problem of water shortage of resource and engineering.This thesis tried to make research and set up a set of water system management systematic planning of sponge city which is applicable to Guian New Area and is worth of introducing and demonstrating in order to set the good example of building ecological,intelligent and flexible sponge city in the western mountain cities' urbanization.The writer firstly introduced the review of present water system of Guian district from the following aspects such as knowing about the characteristic of water system according to resource characteristic and space characteristic and making the analysis on big environment of the water system characteristic through the combination with partition of the catchments' scale.Then the writer chose section of some drainage basin within Guian New Area to separately analyze and study control target of annual runoff,control target of water quality,anti-flood requirement and utilization of sewage and rainwater in order to present the three water system management target such as ecological index control of water,construction of safety system of water environment and intensification utilization of water.At last,this thesis analyzed the drainage basin project of sponge city proposed by Guian district to provide material for other western cities' water system planning as reference.
