| The PPP mode provides a new concept and mode of operation of the infrastructure and public services in China.The PPP mode is used in transport infrastructure construction project,which can not only offer project construction funds by the multi-channel in order to achieve the sustainable development of transport infrastructure construction project,but make the cooperation of the parties realize the "long-term cooperation,benefit sharing,risk sharing" and "win-win" and even "multi-win" goals.But as an exotic model becomes a well valuable exploration that the PPP mode how to combine with China’s national conditions and how to innovate and practice on the basis of the characteristics of the operation of the specific project,strategically and systematically,to promote the PPP project.Firstly,according to the characteristics of transport infrastructure project and the investment and financing situation of transport infrastructure construction project in this paper,the author concludes the feasibility of using PPP mode in transport infrastructure construction projects in China.Secondly,by drawing lessons from the domestic and foreign transport infrastructure PPP financing,construction,operation and other related experience,we can make the specific operation process of PPP transport infrastructure construction project innovate and develop a specific direction of application.Thirdly,via the selection regarded city railway transit project and highway project as a case and the analysis of the practical operation of the development of PPP model and the application of the innovative ideas will provide the empirical basis to analyze creatively.Finally,the author clarifies the main content and concludes the results of the focused research and further put forward the direction and content of the next research.In this paper,in the case of the current our country PPP mode as a guide of government policy measures to promote but any of PPP mode operation regulations which has not yet introduced and how to combine the actual situation of the project operation PPP by the way of the relevant departments of the present regulations and policy document,the author puts forward innovative ideas and specific methods of operation and verifies its feasibility by the actual cases.All in all,this paper has the worth of the same type of projects avoiding,blind and rigidly and disorderly,carrying out the PPP mode. |
