The Construction And Application Of Urban Value Evaluation Index System Based On Sponge City Construction

In the process of high speed urbanization in China,some natural reservoirs such as forest land,lakes and rivers are replaced by hardened pavements,the precipitation that falls on the hardened road can only be discharged from the specific pipe network system,and the rainwater resources are not fully utilized.However,the coastal cities are very short of water.In order to realize the sustainable development of cities and improve the ability to conserve water resources,the ecological civilization construction is put on the prominent position,and then the concept of "sponge city" is put forward.In 2015,our country identified the first batch of sponge construction pilot cities.With three years of pilot period is coming,how to carry out the effectiveness of sponge city construction for the measurement and evaluation of the pilot city,which realized the value of the city,this paper establishes the evaluation index system of city construction based on the value of the sponge City,also provide reference to city construction for government decision-making sponge.There is no urban value evaluation theory system of sponge city construction in China,On the basis of consulting and analyzing the performance evaluation and city value theory of sponge city construction at home and abroad,This paper uses Delphy Method to select some evaluation factors from five aspects,such as brand value,social value,environmental value,industrial value and institutional guarantee.Coefficient of variation method to select 17 evaluation factors from the aspects of city brand value,social value,environmental value,industry value and system guarantee,and uses AHP analytic hierarchy process to determine the weight of each evaluation factor,Therefore,the city value evaluation model based on sponge city construction is established,and Xiamen city is chosen as the empirical research object,.By collecting situation of geographical position,climatic conditions,ecological environment,Hydrological environmentand,the qualitative and quantitative methods are used to evaluate it.The final result shows that the urban value of Xiamen based on sponge city construction is in general level,and there is still a big room for improvement.According to the current situation of the Xiamen city,the department in charge of industry and increase efforts to promote the work,the construction unit to speed up the project implementation schedule,improve the project design quality,accelerate the construction,management and control platform and monitoring system to increase the propaganda sponge city construction countermeasures.
