Research On Cultural Heritage Protection And Development Of Yunnan-Vietnam Railway Based On Cooperation Of County Governments

Yunnan-Vietnam Railroad,Yunnan section,spreads from Kunming,Yunnan Province to Hekou an autonomous county of Yao,located in the Sino-Vietnamese border,with a total length of 464km.It has been 107 years old since 1910,which represented the highest engineering level in the world in the beginning of 1920s.It was named as one of the top three miracles in transportation history,together with the Suez Canal and the Panama Canal.It also was in the same position with Austria Merlin Railway and India Darjeeling Himalaya Railway.It had formed a great impact on the society and economy of Yunnan.However,Kunming-ASEAN International Channel is in the process of being built,the traditional function of Yunnan-Vietnam Railroad has gradually faded out especially after the opening of a new standard gauge rail link being completed also known as New Kunming-Hekou railway.Under the circumstance,the cultural value and historic significance of Yunnan-Vietnam Railroad has become a major concern.The transformation and upgrading is the top priority for the time-honored narrow gauge railway.Having passed through a great number of administrative areas where abundant historical and natural sources and ethnic minorities’ culture are scattered,the railroad possesses a very dense sense of history and owns great potential for being developed.But there are a number of sites which has been recognized as heritage value suffering terrible damages due to inappropriate protection and poor management modes.At the background of application for the list of world heritage,the dissertation,firstly from the theory of Cooperation of County Government,concentrates on analyzing the problems in the protection and development of historical heritage of Yunnan-Vietnam Railroad,based on the current situation.And then the reasons are raised and analyzed from the perspectives of value rationality,institutional factors and future development.Depending on the these problems,suggestions are put forward to form a variety of solutions on the protection and development between the county governments by property transaction,administrative agreements whose purpose is to conform the main body for protection and set up an institutionalized multilayer cooperation mechanism.Besides,there are multiple methods offered to solve the shortage of fund on heritage protection and tourism development by building a constructive cooperation relationship with various social organizations.At the last part of the passage,author gives a couple of advices on application for the list of world heritage to reach an agreement between governments of France and Vietnam to protect the shared historical property of the three nations.
