| Building energy conservation is an important part of energy saving and emission reduction work.Comprehensively promote both energy-efficient construction and green building development,is an urgent need to build a resource-saving and environment-friendly society,is an important measure to improve the quality of housing,improve the living comfort,to carry out energy-saving society,but also the construction of field transfer mode,effective way to structure size.Since 11 th Five-Year,the central and local governments have issued the guiding opinions on promoting the construction of energy-saving work,finance,housing and urban construction departments to establish and develop special funds and management measures of building energy saving project construction support.Based on this,this paper studies the relevant policies of financial support for building energy efficiency,and provides a theoretical basis and policy recommendations for more effective promotion of building energy conservation work.This paper sorts out the current financial policy to promote the construction of energy-saving research background and the domestic and foreign research results,corresponding research on relevant policy issues,based on the actual situation in Zibo City,the development of building energy efficiency,to promote the construction of energy-saving of the situation in financial analysis.On this basis,through the analysis of the existing problems of the current fiscal policy is effective to promote building energy efficiency on the study and put forward improvement strategies,and with regularity and universality of the fiscal policy to promote building energy-saving were summarized,to provide a reference for similar area.The main contents of this paper are as follows:The significance of the work of energy-saving emission reduction based on building energy efficiency,to all levels of government advocacy to promote the construction of energy-saving work as the research background,reviewed related papers at home and abroad on the financial support of building energy saving,the research content and framework of this article.Through the literature research method,comparative analysis method,system analysis method and case study method,this paper makes a research on the effectiveness of fiscal policy to promote building energy efficiency.This paper defines the concept of energy efficiency of existing buildings and new building energy conservation,and further clarifies the basis of fiscal incentive policies and policy objectives and scope.Of new energy-efficient buildings and existing buildings energy-saving two projects were analyzed,according to the supply and demand factors on building energy market,based on the analysis of the relationship between supply and demand,according to the demand side and the supply side lists the policy object selection scheme.The main contents of the current policies of the central,provincial and municipal financial support for building energy conservation are listed as the main background of this paper.In combination with the local actual situation,the policy is the main content: the central government of the existing residential building energy-saving subsidies,the provincial government formulated measures for the administration of special funds comprehensive energy-efficient building and green building development,project types.Municipal Finance mainly to existing residential building energy saving renovation to be supporting.In the "12th Five-Year" in Zibo during the development of existing building energy-saving and green building as an example,describes the "12th Five-Year" in Zibo during the construction of energy-efficient and green building development and achievements,combined with the work practice,to meet the construction of energy-saving work in the problem are summarized.Based on the theoretical analysis and case analysis,according to the design principles and the basic train of thought of the fiscal incentive policy,this paper draws up the policy frame of financial support for building energy conservation.This paper puts forward some policy suggestions on the scope of financial policy support,support,budget arrangement,payment management,performance evaluation and social capital investment. |
