Performance management plays an essential role in the improvement of the modern enterprise management efficiency,as well as the resource utilization.In the nationalized business,there is a special mode of management,which focuses differently on the performance management.Affected by the Fukushima incident,the state adjusted the Nuclear safety planning,and the Nuclear power long-and-medium-term development planning,which then contribute to an abrupt transition of the nuclear power development.In order to increase the business performance,begins the commercialization of the related business,and the multiplex business development mode is thus formed and will be better in response to the business operation risk.As one of the four pillar business centers,Commissioning Department needs to rapidly enhance the management level and the labor productivity of the employees for the promotions of the synergy and the reduction of cost.The most important part of the management improvement is to construct the diversified and flexible performance management system.In this arrticle,based on the business classification in SUE,the main business,organizational settings,institutional responsibilities,and the businesses,functions and processes occurring in the concentric development are analyzed by the job analysis.For the strategic objectives and the main tasks of the agencies and jobs,the performance indexes are decomposed,and the corresponding performance index base is cared and established scientifically to ensure a consistent performance management with the strategic objectives.The creation of the performance system starts from different levels of employees and the types of businesses.Through questionnaires,data analysis and other methods,different performance assessment methods and performance index formats are selected according to the characteristics of relative businesses,and then the applicable performance system is built by appropriate methods of the performance process management.To ensure the consistent performance management target of different types of employees,a standardized performance management process and process documentations are designed in this article to facilitate the implementation and application.According to the demands of the organization operation mode and management of SUE,this paper builds the scientific performance management process,the performance index system,the performance assessment method,and the performance application mechanism though the fair,reasonable and scientific performance management.Then the incentive system,based on the performance evaluation,is established to exploit the potentials of human resources,so that the allocations and incentives are based on evidences.Thus a healthy competitive environment is formed within the SUE,eventually achieving the optimal allocation of resources and efficiency improvement.
