The soil erosion issue was concerned by people as an international subject there years. The research history of the soil erosion had been almost100years all over the world. Recently, with the high speed development of the3S technology, more and more researchers had started to do the soil erosion quantitative research by combining the3S technology and the soil erosion model.The watershed of the Daling River in Liaoning Province is one of the most terrible area in China, which has the soil erosion issue. The research content of this thesis has selected the Daling River’s watershed as the researching area, collecting the data of rainfall distribution, vegetation coverage condition, soil types distribution, the land using situation, landform characteristics, and the prevention&administration of soil erosion, and other related information in this area; combining the3S technology and the Universal Soil Loss Equation(USLE), to do the quantitative calculation with all the factors, at last to get the amount of soil erosion and the spatial distribution in the researching area. Next, through comparing with the characteristics of changes of the soil erosion’s spatial distribution pattern which under the affected by the different elevations, different gradients, and different land-use types, to get the varying pattern of soil erosion in the researching area. At last, according to the researching area’s practical situation and the conclusion came from the above analysis, combing with the developed international experiences of the soil and water resources’optimal allocation, to propose a solid and water resources’optimal allocation plan to solve the soil erosion issue in the researching area.The research shows, the soil erosion issue in the researching area is lightly, mainly distributed in the middle of the river, the most terrible soil erosion is happened in the area where nearby the downstream of Baishi reservoir. Consider about the factor of height above sea level(elevation), the soil erosion in the area is mainly happening in the range which below300m height above sea level; Consider about the factor of landform, the soil erosion in the area is mainly happening in the places which the slope are from0°to25°; From the perspective of land use, the soil erosion in the area is mainly happening in the low vegetation coverage places and bare lands, among them, the soil erosion issue in the bare lands is much more terrible.This research based on the remote sensing and GIS, which including the basic data collecting, remote sensing images dealing, all factors of soil erosion extracting, GIS spatial analysis, and the classification and analysis of the soil erosion’s intensities, built an almost completely set of researching and analysis methods, technical route, and working process flow. This set of working methods can not only be the quantitative and spatial analysis of the soil erosion in researching area, but also can be a certain consulting to the researches of other soil erosion in small watershed places.
