| The Ambient air quality standard is a kind of mandatory standards at the national level, It minutely describes the function division of air quality, the standard of classification, the type of pollutants, the limits of the project value, and the effectiveness of data analysis, the method of sampling and all about the rules on air pollution control. It plays an important role in the control of air pollution and protection of air quality. In 1982, China made its first atmospheric environment quality standard, and then In 1996, the Ambient air quality standard was revised for the first time, in 2000, the Ambient air quality standard was revised for the second amendment, Although revised twice, it changed little, the update of the standard got into a stagnant stage, yet major changes have happened after a micro-blog posted by Pan Shiyi in October 22,2011, PM2.5 came into the public consciousness. By different opinions people were divided into two teams, they launched a fierce debate on Whether PM2.5 will be listed in the national mandatory monitor-pollutants. Finally in February 29,2012, the national air quality standard was posted, in which PM2.5 was listed in the national mandatory monitor-pollutants. Because the PM2.5 event have an explosive significance in the update process of the air quality standard, it has received the most public attention, in the China’s public policy history, the update of air quality standards of the innovation is typical and representative, so it does have a high value of the policy process analysis.As a public policy process theory, the Advocacy coalition framework was put forward by scholar Sabatier in twentieth century 80s, after thirty years of development and perfection, revised through four versions, it has formed a better system architecture and 1 more scientific logics. Different from other policy analysis model, the advocacy coalition framework focused on the policy belief system, it says the division of alliance rooted in the difference on core policy beliefs, under the guidance of policy belief system the member of some alliance acted accordingly. The advocacy coalition framework was better model in comparison with the previous stage model, and it also integrates the progressive model, competition model of interest group and ideological conflict model, the advocacy coalition framework does do well in the analysis of policy process.With the continuous development, now the advocacy coalition framework has been widely used in European developed countries and some developing countries, Chinese scholars also have begun to use it to explain the policy change of its country. In this paper, the writer firstly introduced the basic concept and the logic system of advocacy coalition framework, secondly after the detailed research on the basic environment of Chinese policy process, the author says it is valuable to use the advocacy coalition framework in the Chinese policy analysis, accordingly the advocacy coalition framework also can have a better interpretation about the Ambient air quality update process.Use of the advocacy coalition framework to analysis the update of the air quality standards, the update process can be summarized as the beating process between the economic pragmatism alliance and the environment protectionism alliance. In this part the author descripted the member structure of the economic pragmatism alliance and environment protectionism alliance, based on the special policy belief system owed by the two alliance, the author also did a comparison in three aspects, what is more, in this part, we also can have a true review on the beating process of the two alliance.After the analysis of the ambient air quality update process. The author got the conclusion:the key reason of the Air quality standard update is the transformation of the policy belief system reform, the full replacement by the environment protectionism alliances system policy belief of the economic pragmatism alliances is the fundamental driving force of the standard update. |
