As one of the pillar industries in China,the production scale and technical level of refining and chemical industry have reached the international level,and remarkable achievements have been made in environmental protection.After the 12th Five Year Plan,a large number of VOCs comprehensive treatment projects have emerged in China’s refining and chemical industry.However,for such emerging environmental protection projects,the industry’s research on risk management is relatively insufficient,which is difficult to meet the needs of actual projects and current environmental protection.This paper takes the VOCs comprehensive treatment project of a petrochemical company in Northwest China as an example,studies the risk management methods of such projects,combines theory with practice,and puts forward a new risk management method for VOCs comprehensive treatment projects.Based on the existing risk management theory,standards and legal documents,this paper carries out two levels of risk management and control for VOCs governance project as an engineering example.Firstly,from the perspective of the whole life cycle of the project,the Bayesian network method,which is suitable for the analysis of the uncertain system,is selected to carry out the macro level risk management and control of the project.It is judged that the risk factors of such projects are concentrated in the project construction stage.Then,according to the project construction stage,the typical qualitative analysis method of brainstorming method is selected to systematically identify the risks of the project,and a list of construction risk factors of VOCs treatment project of a petrochemical company in Northwest China is obtained.From four aspects of personal injury,property loss,environmental impact and reputation impact,the risk factors are quantified by 0-5 points,and the risk matrix is established to classify them into mild risk,general risk and major risk.The risk factors identified as major risks are avoided from the root by changing the construction scheme and other means.In this paper,a new method of VOCs management in Northwest Petrochemical Company is put forward.Practice has proved that this method effectively improves the project management level of the company.The new risk management and control method proposed in this paper can further improve the management level of VOCs governance projects,provide theoretical basis and operational templates,and provide specific examples of risk management success for VOCs comprehensive treatment projects of other related enterprises at home and abroad,and provide certain reference and reference for related enterprises’ related projects.This will help to promote the sustainable and healthy development of the whole VOCs comprehensive treatment project,and then promote the specific implementation of the national sustainable development strategy.
