Research On Multiple Safety Supervision Of Gravel Ships In China

In recent years,the safety accidents of sand and stone ships are common in our country,and the safety management of sand and stone ships has been paid more and more attention in theory and practice.With the improvement and progress of information technology,compared with the traditional management mode,the safety management of sand and stone ships has changed a lot,which makes it necessary to study the safety management mode of sand and stone ships in China and solve the problems.The existing literature research at home and abroad pays more attention to the government supervision of sand and stone ships,including the supervision mode,method,technical means and corresponding data materials,which is lack of solving the safety problem of sand and stone ships from the perspective of diversified governance,which is the key of the author's research.Based on the theory of diversified management,this paper analyzes the related problems of diversified safety management of sand and stone ships by means of literature research,comparative research and inductive research.The study of this problem needs to be divided into five parts.In addition to the introduction and the theoretical basis of diversified governance to support the research in this paper,starting from the measures of diversified safety governance of sand and stone ships,this paper analyzes three possible problems:the imperfect cooperation mechanism of diversified governance subjects,the lack of a stronger deterrent sand and stone ship safety governance model and the limitations of corresponding punishment norms.Through the research,the author thinks that the reason lies in the corresponding dilemma of the division and granting of rights and responsibilities among the multi governance subjects,and the dislocation of the safety governance chain of the corresponding association.In the face of such a reason analysis,we should solve it from the following aspects:first of all,we should establish a communication and cooperation mechanism among various subjects.It is necessary to build the contact ways among the diversified subjects,such as joint meeting mechanism and reporting mechanism,and set up the corresponding cooperation platform.Secondly,we should establish a big data governance cooperation mode in order to deal with the corresponding violations efficiently.Finally,we should improve the corresponding punishment norms in law,and amend and perfect the parts that are not strong and normative.
