In the report of the 19 th National Congress of the Communist Party of China,it was emphasized to speed up the reform of ecological civilization system,build a beautiful China,and strive to make the masses feel happier about the beautiful ecological environment.In this context,the development of low-carbon agriculture is a positive response of the agricultural industry to the construction of ecological civilization,and it is also an important standard to test whether agricultural economy and ecological environment develop harmoniously.Therefore,it is of great significance for the construction of ecological civilization in China to evaluate the development level of low-carbon agriculture and explore its influencing factors.Because the Yangtze River Economic Belt is the first demonstration economic belt of ecological civilization construction,this paper chooses to evaluate the development level of low-carbon agriculture and analyze its influencing factors.First of all,the concept of low-carbon agriculture,defined by referring to relevant literatures,is believed that low-carbon agriculture is to reduce agricultural material input and agricultural carbon emissions as much as possible while maintaining the sustainable growth of agricultural output to achieve the development goal of "low energy consumption,low emissions and high efficiency".The theoretical basis for the establishment of low-carbon agriculture evaluation index system is determined by describing the current situation of low-carbon agriculture development in the Yangtze River Economic Belt and the problems hindering the development of low-carbon agriculture.Thirdly,12 indexes in the index evaluation system,mainly selected from four aspects:agricultural economic benefits,energy utilization level,low-carbon agricultural materials and agricultural carbon sink benefits,are used to measure the development level of low-carbon agriculture.The development of low-carbon agriculture in the Yangtze River Economic Belt is evaluated by comparing the development level of the Yangtze River economic belt with that of the whole country.Finally,the positive and negative factors that influence the development of low-carbon agriculture in the Yangtze River economic belt are explored by using panel data regression model.In the panel data regression model,the agricultural carbon emission efficiency is selected as the dependent variable,and seven independent variables are selected from the perspective of agricultural economic benefits,energy utilization level,low-carbon agricultural materials and agricultural carbon sink benefits.After evaluating the development level of low-carbon agriculture in the Yangtze River Economic Belt and analyzing the influencing factors,the results are as follows.Firstly,during 2008-2017,the overall development level of low-carbon agriculture in the Yangtze River economic belt shows an upward trend with a good development trend,but it is lower than the national development level,indicating that the development level of low-carbon agriculture still needs to be improved.Secondly,the scores of agricultural economic benefit index and low-carbon index of agricultural materials show an upward trend from the perspective of classification index,but the scores of energy utilization level index and agricultural carbon sink effect index show a downward trend.Thirdly,the development level of low-carbon agriculture in the middle and lower reaches of the Yangtze River is relatively low from the perspective of space,especially in the provinces with better economic development,such as Shanghai,Hunan and Zhejiang.Fourthly,rural electricity consumption,fertilizer usage and agricultural carbon sink have a positive impact on the efficiency of agricultural carbon emissions,promoting the development of low-carbon agriculture,while first industry employees and pesticide usage have a negative impact on the efficiency of agricultural carbon emissions,inhibiting the development of low-carbon agriculture.Finally,according to the conclusion of this paper,some suggestions are put forward to promote the development of low-carbon agriculture in the Yangtze River Economic Belt.
