The Nineteenth National Congress of the Communist Party of China proposed to build an ecological environment governance system led by the government,enterprises as the main body,social organizations and the public.The local governments actively explored the way of ecological governance,but in practice due to the lack of scientific theoretical guidance and A complete governance system often leads to the phenomenon of "high costs and low returns",and it is difficult to improve ecological security.Therefore,it is urgent to clarify the current status of ecological security,clarify the government’s focus on ecological governance,and promote the modernization of the ecological security governance system.The study maps the current state of ecological security governance in China through an index assessment of national ecological security and governance conditions,combined with relevant literature research.The evaluation results show that China’s overall ecological security governance is currently in a poor state,and most provinces and cities urgently need ecological governance.From the perspective of specific issues,China’s lack of systematic planning in current ecological security governance has led to an increasing shortage of ecological resources;inadequate prevention and control of environmental threats has led to more serious pollution;inadequate responses to ecological problems have led to a series of emergencies Environmental incidents;lack of guidance and education for citizens makes participation in public ecological governance low.Investigating the reason,the lack of awareness of ecological security co-governance among all subjects in the society has led to the absence of all subjects in the governance process.The various systems of ecological security governance are still imperfect,and multiple subjects lack a unified framework for action.In the actual governance situation,different stakeholders still have a certain game relationship in ecological governance,which reduces the coordination efficiency.In addition,China’s technological level related to ecological security needs to be improved,and it is still difficult to become an effective tool for ecological security governance.The research combined with the experience of Chinese and foreign ecological security governance,put forward that China should build a coordinated ecological security governance system as soon as possible.First of all,by establishing the government’s collaborative governance concept,cultivating the environmental protection consciousness of the enterprise,and strengthening the citizens’ green livingbehavior,the value concept of jointly protecting the ecology and governing the environment must be shaped in the society.Secondly,it is necessary to establish the institutional framework for collaborative governance by improving the coordination system for ecological governance,improving the incentive system for ecological governance,and establishing an open system for ecological information.Thirdly,it is necessary to innovate the evaluation mechanism of ecological collaborative governance,optimize the accountability mechanism,and build a supervision mechanism to form a mechanism for the common action of multiple subjects.In addition,it is necessary to provide legal guarantee for the coordinated governance system of ecological security by promoting the compilation of ecological environmental laws,improving judicial guarantees,and strengthening enforcement.Finally,we should actively innovate the scientific research system to overcome core technologies;strive to expand emerging industries,use consumption to drive scientific research;vigorously build ecological think tanks,and gather innovative talents.The paper has 17 tables,and 100 references.
