Study On The Legal Issues Of PPP Model For Mine Environmental Remediation

With the successful holding of the 19 th national congress of the communist party of China(CPC),the national requirements for ecological and environmental protection and pollution prevention and control have been constantly raised,and a series of relevant policies and regulations have been introduced for environmental protection.In recent years,the national finance and enterprise invested tens of billions of money in mine environmental governance,but in the face of large area and the huge funding gap for governance,governance pressure big,heavy task,only on the government's fiscal transfer is clearly not enough,easy to cause subsequent repair,insufficient funds HouXuLi,repair the subjective initiative of blocked,causing problems that cannot be properly solved,cause procrastination.In recent years,the PPP model has been applied to the governance of various aspects of Chinese social life.As a new business model,PPP gives a new idea of public domain governance.At present,PPP model has been introduced into many fields in China and some theoretical and practical results have been obtained.PPP mode provides a new financing idea for mine environmental restoration,which will play a positive role in promoting the process of mine environmental restoration.On the basis of the current social situation in China,the application of PPP model with Chinese characteristics in other fields and the current situation of mine environmental rehabilitation and governance,this paper considers the feasibility of combining PPP model with mine environmental rehabilitation and governance,and makes a brief analysis of the concept by referring to the existing experience of mine environmental rehabilitation and governance in foreign countries.This paper analyzes the causes of the problems which may arise from the PPP model and the mine environmental remediation and treatment and puts forward some Suggestions.Against the PPP mode and mine environmental restoration management process in the combination of legislative issues,put forward the "mineral resources law" revised to add the related content,aiming at the existing mine environmental repair the PPP recommendations to relevant legal system,clearly in the process of mine environmental repair body responsibility and role positioning,perfect the supervision system,and perfecting the relevant supporting system.There are 76 references in this paper.
