Research On Air Pollution Control Problems And Countermeasures Of Heilongjiang Provincial Government

Located in the northeast of China,heilongjiang province is one of the key industrial bases for development.With the development of economy,the problem of environmental protection has not received enough attention,which makes the degree of air pollution in heilongjiang province worse.The report of the 19 th national congress of the communist party of China(CPC)calls for resolute efforts to prevent and control pollution,and in the field of environmental pollution,air pollution is the most prominent and serious.Since2010,there has been haze in heilongjiang province every year.How to control air pollution more effectively is an urgent problem for us to solve.Through the research on the government's treatment of air pollution in heilongjiang province,it can enrich the theoretical content of the government's treatment of air pollution in theory and provide a new way of thinking for the government's treatment of air pollution in practice.Starting from the concept and characteristics of air pollution,the content and externali ty of air pollution government governance,public governance,and the concept of sustainab le development,this paper analyzes the status quo of air pollution government governance in Heilongjiang Province by using literature research,causal relationship and comparative analysis.Reveals the concept of green development in atmospheric pollution government work,at all levels of government and government departments are not fully established bet ween fit,governance policy pertinence is not strong enough,insufficient government regul ation and government management problems such as incomplete information communicati on channels open and the government's understanding of concept of green development is not in place,governance coordinate linkage mechanism is not sound,policy research and u pdates are not timely,governance and supervision means lacking in information constructi on lag issues such as the causes,in reference to the domestic Beijing,henan,gansu provinc e and the overseas experience in Los Angeles,Tokyo,London,atmospheric pollution contr ol,The countermeasures to improve the government governance of air pollution in Heilong jiang province are described,including: innovating the government governance concept,in cluding adhering to the concept of green development and setting up the concept of multipl e governance;Improve the long-term air pollution control mechanism,including sound coo rdination and linkage mechanism and sound information communication mechanism;Impr ove the ability and level of policy research,enhance the ability of theoretical learning,com bined with practical scientific research;Standardize the supervision behavior of governanc e,strengthen the supervision of the government,and encourage external subjects to participate in supervision;We will strengthen it application in the government's air pollution contr ol efforts,promote environmental protection through unimpeded multimedia channels,and establish an electronic information platform fully.
