In recent years,China's supply-side structural reform has been contantly deepened and the coal industry structure has been constantly adjusted and optimized,so that the supply and demand of the coal market are basically balanced.However,under the background of the gradual release of advanced production capacity,the continuous control of the state on the proportion of coal consumption and the gradual increase of imported coal,the competition among coal enterprises is more intense than before and they are facing more risks and challenges than before.Under this background,coal enterprises need to do a good job in the prevention and control of risks such as finance,operation and law.At the same time,they should also do a good job in the prevention and control of human resources risks as the first resource for enterprise development,effectively avoid the impact and loss of human resources risks on enterprises,maintain and improve the market competitiveness of coal enterprises in a complex and changeable operating environment.Qianjiaying Mine is a large state-owned coal enterprise,with an annual output of5.7 million tons of coal and 5069 employees.In recent years,under the background of increasing competition pressure among coal enterprises and the rising proportion of labor costs in Qianjiaying Mine,the impact of human resource risks on the labor efficiency and production efficiency of enterprises has gradually emerged.For example,at present,the introduction of personnel is difficult,the overall quality of the imported personnel is low,the turnover of personnel is serious,the proportion of outstanding young managerial and technical personnel in section-level management personnel is relatively low,the effectiveness of skills training for operating personnel is not strong,and the role of incentive mechanism is not obvious.These risks have affected the improvement of labor efficiency and economic benefits of enterprises to a certain extent and become factors restricting the development of enterprises.In the thesis,risk management and human resources management are integrated to conduct risk identification and evaluation of human resources of Qianjiaying Mine and make targeted and operational control measures so as to provide scientific theoretical instruction and technical support to the risk prevention of human resources of Qianjiaying Mine.In the thesis,based on theories like human resources risk theory,risk management theory,risk identification theory and risk evaluation theory,flowchart,brainstorm and field investigation are applied to conduct the risk identification ofhuman resources of Qianjiaying Mine by taking human resources risk of Qianjiaying Mine as the research object,and finally 15 risks have been found.Then,risk matrix is adopted to evaluate the identified 15 risks,and it is concluded that the human resources risk of Qianjiaying Mine is at intermediate level.And,among the 15 risks,four are at high level,nine are at intermediate level and two are at low level.In accordance with the identified 15 risks,corresponding control measures are made by focusing on the prevention of four risks at high level including difficulty in employee introduction,low quality of introduced employees,skills training of operators and management of head of a team.In regard of the prevention of risks in employee introduction and low quality of introduced employees,the channels of employee introduction shall be increased and the introduction conditions for employees shall be higher.For the prevention of risks in skills training of operators,skills training mechanism shall be improved and the implementation of the mechanism shall be intensified.Finally,by selecting employees with a strict procedure,strengthening assessments and other measures,the risks in the management of head of a team can be controlled.The thesis has 15 figures,24 tables and 53 references.
