With the development of economy in China,the most important of steel demand is the quality rather than quantity,and steel overcapacity situation in the industry,steel enterprises need to carry out restructuring and development.To adapt business transformation,management and control department must also be changed because of business development strategy changed in these enterprises.In this process,the HR department plays an important role,its own institutional reform is a top priority.This article is based on the related knowledge of project management,the application of principles and methods of project risk management in corporate sector restructuring was elaborated for HR restructuring project in SG for instance.First of all,related conceptions of project risk management were introduced.Secondly,the situation of SG's HR department restructuring project was introduced and project risk objectives were discussed.Then the risk identification and risk assessment of the HR department of SG company was introduced.meanwhile,impact factors existing in project schedule control management was also discussed and corresponding countermeasures were proposed.At last,the conclusion and exploration of the project were made at the end of the paper.Specifically,the main contributions of this study are listed as follows:(1)The risk of institutional restructuring project of the Human Resource Department in SG have two main aspects:about organization and about personnel.(2)The risk about organization have five main aspects:the risk of don't match the industry standard;the risk of daily work and restructuring conflicts;the risk of don't match SG corporate strategy;the risk of business process design imperfect;the risk of organizational inertia.Among these risks,the risk of business process design imperfect is most important.(3)The risk about personnel have three main aspects:the risk of arrangement no posts personnel;the risk of personnel quality is not high;the risk of personnel stability.Among these risks,the risk of personnel quality is not high is most important.(4)Reply these risks,take the following measures:make a detailed SG company HR post setting scheme;HR department strengthen cooperation with other departments;arrangements no posts personnel for multi-mode;use open recruitment and social recruitment;strengthen education for workers.
