general contractor.In order to maximize the economic benefits,EPC general contractor needs to effectively and reasonably carry out project cost management,which is also that the major enterprises urgently need to solve.EPC general contracting mode of engineering integrates the whole process of "design,purchase,construction and trial operation stage" management mode,which is favored by owners and construction enterprises,and is more and more applied to practical projects.As a professional and complex industry,sewage treatment project,especially petrochemical wastewater treatment,adopting EPC mode construction will be more conducive to the good fit of each stage and form a community of interests than the traditional construction mode.As a professional and complex industry,sewage traditional construction mode.In recent years,with the production wastewater treatment project design,procurement,construction,trial operation,after-sales maintenance and other stages of pipe requirements are becoming higher and higher,the difficulty of management is gradually increasing,it is necessary to achieve a high level of cost control management in the construction of engineering projects and later operation and maintenance.In order to meet the above requirements,we should first start to carry out the construction investment control of the whole production wastewater treatment project,use the whole life cycle cost management method,reduce the project construction investment,manage the cost input EPC each stage well,and solve the problem of budget overrun in the construction investment.hence,it is important to study the EPC cost management of production wastewater treatment projects.From each stage of the EPC project,this paper discusses the effective measures of cost management,combines the professional knowledge of sewage treatment and many years of engineering management experience,and takes the petrochemical wastewater treatment project as an example to study the cost management methods and countermeasures.Firstly,the EPC model is suitable for large-scale or complicated projects,and the cost is always the core content of EPC general contracting project management.By establishing WBS structure to decompose the project structure,the cost control can be carried out more accurately.By designing the organizational structure of the project,defining the division of responsibilities of each department of the project,implementing the responsibility to the person,so as to improve the efficiency of the cost management of the general contracting project and strengthen the cooperation between the functional departments.Secondly,through the analysis of the influencing factors of the cost control of the EPC general contracting project,it can be found that the main factors affecting the cost control of the EPC general contracting project are: design scheme(construction drawing),connection of each stage of the EPC,procurement supply chain management,subcontract management,construction period(schedule)cost and so on.The main factors of cost control are: design scheme(construction drawing),procurement supply chain management and design link with each stage,in the actual project cost control,the project cost can be controlled mainly from the above factors,so as to avoid cost overrun and even achieve the purpose of cost balance.Third,in the process of cost control,the design stage takes quota design as the starting point of cost control,adopts the theory of value engineering method to optimize the selection of design scheme,and forms the integrated management and information transmission channel with design as the core.In the construction stage,we should pay attention to the control of progress and quality cost,through the principle of dynamic control of the whole process,and regularly use the winning value method to carry out progress and cost analysis,so as to realize the whole process of project cost control from prior,during and after the project.Finally,combined with practical cases,the applicability and advantages of applying the EPC general contracting mode to petrochemical wastewater are verified,and the maneuverability of the cost control management method proposed in this paper.By applying the EPC general contracting mode,it not only brings economic benefits to the general contracting unit,but also brings indirect economic benefits to the owner enterprise,greatly reduces the investment risk of the owner,and facilitates the later operation and maintenance,which directly produces good social and environmental benefits.Based on the construction of EPC general contract project cost management system,the results of effective project cost management are as follows:(1)The EPC project general contracting mode is suitable for large-scale projects or complex processes,and the cost control can be carried out effectively by establishing WBS structure to decompose the project structure.(2)In the analysis of the influencing factors of the cost control of the EPC general contracting project,it can be found that the main factors affecting the cost control of the EPC general contracting project are: design scheme(construction drawing),connection of various stages of the project,procurement supply chain management,subcontract management,duration(schedule)cost,etc.(3)Through the relevant literature induction and the engineering construction experience summary,the EPC pattern each stage existence question mainly has : 1)In the design process,only pays attention to the design standard and the standard,does not pay attention to the plan optimization;only pays attention to the technical safety,but neglects the project cost;2)Most EPC the pattern department lacks the communication connection,the design department,the procurement department and the construction department before and after disjointed,even appears the mutual wrangling phenomenon;3)The procurement personnel can not carry on the accurate analysis when selecting the supplier,the business negotiation lacks the initiative;4)The construction stage engineering management personnel level is low.(4)Methods and measures cost control are as follows : In the design stage with quota design as the starting point of cost control,using the value engineering method to optimize the design scheme;in the procurement stage,through the procurement integration-differentiation management model,improve the management of goods procurement and the use of quota material mechanism,and select the best suppliers,and establish a long-term partnership with suppliers;in the construction stage,through the whole process dynamic control principle,regular use of winning value method for progress,cost analysis,to achieve pre-prevention,dynamic control in the whole process and post-feedback adjustment of project cost control.(5)Because of the complex composition of petrochemical wastewater,the high concentration of refractory pollutants and the high demand for wastewater treatment process,the EPC mode is used to optimize the project in the project design stage,and on the basis of meeting the requirements of the process,the project cost and the later operating cost are reduced,which will bring indirect economic benefits to the enterprise and reduce the investment risk of the owner.Generally speaking,from the point of view of the general contractor,the EPC mode is convenient for the contractor to do a good job from the whole process of the project design stage,the procurement stage and the construction stage,to control the total cost of the project as a whole,and to ensure that the links between the various processes are good,so that the cost can be controlled from the source in order to obtain the benefits. |
