Since the reform and opening-up,China has vigorously developed its economy,and its economic level has been continuously improved.As the country has become rich,it has also brought environmental pollution problems,and public health has begun to be threatened.In recent years,China has given great attention to health issues,not only clarifying the relationship between environment and health,but also incorporating health into environmental regulation policies,which puts higher requirements on the implementation of policies.Market-incentive environmental regulation is still in the exploration stage in China.In 2007,11 provinces and municipalities such as Zhejiang and Shanxi conducted pilot projects on emissions trading.By 2017,the paid use and trading system of emission rights in the pilot areas was basically established,and the pilot work was basically completed.Therefore,it is of great significance to study the relationship between this market-incentive environmental regulation and environmental pollution and public health in exploring the pilot effect of the emission trading mechanism.Environmental pollution is one of the important factors affecting public health.Whether the pilot of the emissions trading mechanism can improve environmental quality or even improve public health can be intuitively measured.Based on the national “Building a Healthy China” call and the implementation status of the emissions trading mechanism in China,the paper introduces “environmental regulation” into the Grossman health theory model and uses the double difference method(DID)to take the pilot of the emissions trading mechanism in 2007 as a pilot.In a natural experiment,the CHNS(China Health and Nutrition Survey)database was used to analyze the relationship between environmental regulation and public health,and the mediation of environmental pollution was added to test whether there was a mediating effect.The empirical results show that China’s emission trading mechanism has an improving effect on public health.Specifically,the pilot of the emission trading mechanism has a negative impact on the incidence of respiratory diseases in China.In addition,this paper selects the incidence of heart disease as a surrogate variable for robustness test,and the results also prove that the emission trading mechanism significantly reduces the incidence of heart disease.Therefore,it can be considered that the implementation of the emission trading mechanism has achieved certain results in China.In the relationship between the emission trading mechanism and public health,the mediating effect of environmental pollution is significant,indicating that the effectiveness of environmental regulation will control pollutant emissions.To reduce the incidence of respiratory and heart disease in the region,so as to achieve the goal of improving public health.Solving the problem of environmental pollution in China is a protracted war.It is necessary to fully and rationally use four environmental regulation tools and pay attention to the governance process of local governments.Improving the overall education level of our country and strengthening tobacco control can improve public health.In order to enable the emission trading mechanism to exert its theoretical advantages in China and promote it nationwide,China needs to clarify the legal status of emissions trading,adopt economic leverage policy,and transform government functions from managers to service providers and regulators.Increase financial input,improve the reform of the socialist market economic system,establish a mature trading market,and make the emissions trading mechanism play a more effective role,while improving environmental health and improving the health of our country.
