With the continuous deepening of cooperation between countries around the world,China with huge development potential has attracted a large amount of foreign direct investment(FDI).In 2019,China attracted a total of FDI of up to 138.1 billion US dollars,ranking firmly as the world's second largest foreign investment country.However,while FDI promotes the rapid development of China's economy,it also inevitably raises China's carbon emission level,causing a negative impact on the environment.At this stage,China has far surpassed the United States as the world's largest carbon dioxide emitter.Therefore,properly handling the relationship between FDI and China's carbon emissions,giving full play to the positive effects of FDI on carbon emissions,and minimizing their negative impacts are of great significance to the development of China's low-carbon economy.This paper reviews the relevant literature and finds that there are two opposite hypotheses about the impact of FDI on carbon emissions: the pollution refuge hypothesis and the pollution halo hypothesis.Most of the current studies are based on monotonic linear assumptions about FDI's carbon emission intensity Empirical analysis of the impact cannot reasonably explain the fact that the two hypotheses coexist.Therefore,on the basis of previous studies,this paper uses 2000-2017 Chinese interprovincial panel data as a sample to analyze the impact of China's FDI on carbon emissions,and Taking the level of human capital as the threshold variable,the panel threshold model method is used to try to conduct an empirical study on the nonlinear effect of FDI on carbon emissions.The research conclusions of this paper are mainly reflected in the following: First,based on a linear study at the national level,the entry of FDI has significantly increased China's carbon emissions.Second,from the threshold effect test,it can be seen that the level of human capital shows a certain threshold effect in the nonlinear relationship between FDI and carbon emissions.Based on the research results,this article finally proposes the following policy recommendations:(1)While expanding the scale of foreign investment,we must also improve the quality of foreign investment;(2)Continue to optimize our industrial structure and accelerate the promotion of industrial structure;(3)Try to improve our country 's industrial structure Technical level,improve the independent innovation capability of enterprises;(4)improve China's environmental regulatory system;(5)further improve China's financial development level;(6)continue to adjust China's trade structure.
