| Occupational Health and Safety Management Systems (OHSMS) has been promoted for years, whereas the Management System Standardization of Chemical Enterprises (MSSCE) is a newly implemented safety management mode in China. These two safety managements both have their own characteristics. Nowadays, more and more enterprises use these two managements at the same time. The two managements should be integrated to improve management efficiency and save resources. This study carries out an applied research on the integration of MSSCE and OHSMS, putting forward a thought of integration, and make advice to the crucial problems in practical operation.On the base of analyzing the necessity and feasibility of integration of the MSSCE and OHSMS, the study analyzes the specific penetrating point and methods, and lays emphasis on the mode and structure of integration. The focus of the study is the operation method and effect of the three elements of risk management, safety training & education, and the examination of performance.The object of the study is a medium-sized chemical enterprise, and the focus of the study is on the operation methods of each element. On the foundation of comparative study between commonly used risk managements, the author takes six risk identification and evaluation methods in order to carry out risk management in the whole production according to the procedure of formulating risk management and concrete control measures. An evaluation questionnaire is designed and used, the questionnaire is used to investigate the three dimensions of safety knowledge, safety awareness and safety behavior, as well as the status quo of safety training and education, which is given advice according to the statistics and improved by bettering the effect of safety training and education by integration its elements. Key OHSMS examination methods are added into the performance evaluation of MSSCE to fix the element and standard performance evaluation. By using the measures of management by objective, a performance evaluation system is built, which is an integration of daily management, central evaluation, and judgment, in order to improve the management efficiency of the enterprise and save managerial cost.The results of the study are applied in the practical management system, and take part in the risk management of work and equipment. The performance evaluation inventory complied in this study can satisfy the need of enterprise safety management and OHSMS at the same time. |
