Shanxi is rich in coal resources and is a typical resource-based economy dominated area.Looking back at the development course of Shanxi coal industry,the coal industry has experienced five periods of turbulent development,rapid development,fluctuation and depression,gold development and recession transformation.Coal industry has a profound impact on the development of Shanxi's economy,especially in the golden development period,the rapid development of coal industry drove the GDP growth rate of Shanxi Province to be faster than the national average.However,the development mode of resource-based industry based on coal makes Shanxi fall into the trap of resource advantage,that is,relying too much on resource advantage and forming the industrial pattern of "one coal dominates".At the same time,the "collusion" of the government and enterprises led to the "collapse of corruption" phenomenon in various regions of Shanxi,the serious deterioration of the political ecology,become the official corruption disaster area.In the period of resource-based economic transformation and development,we should not only transform the coal industry,but also the relationship between government and enterprise.Therefore,combining with the development process of coal industry,this paper studies the evolution law of the relationship between government and enterprises in China,and clarifies the internal relationship between government and enterprises,so as to better promote the construction of the relationship between government and enterprises.By analyzing the interaction between coal enterprises and the government in the process of development,this paper sorts out the five evolutions of government-enterprise relations in resource-based regions,and finds that the essence of the evolvement of government-enterprise relations is the game between the government's administrative allocation and the allocation of market resources,which is embodied in the change of the government's intervention degree to enterprises.Specifically,in the first stage,the "father-son" government-enterprise relationship,enterprises under the planned economy system are fully controlled by the government,and enterprises are the "children" of the government and subordinate to the government.In the second stage,the "mutual-embedded" government-enterprise relationship,the three incentive systems make the government and enterprises have a symbiotic relationship with each other in the context of the state's "decentralization".In the third stage,the "unbalanced" relationship between government and enterprises,the "government-led" relationship under the financial system and the "market-led" relationship under the market economy system have a huge contradiction,and the relationship between government and enterprises is becoming increasingly unbalanced.The government transforms the "helping hand" into the "grasping hand" and intervenes in the operation and management of enterprises through administrative power.In the fourth stage,the "collusive" government-enterprise relationship,the booming coal economy provides the "soil" for the collusive government and enterprise,and the two-way demand between the government and enterprises leads to the "collusive" development of government-enterprise behavior.In the fifth stage,it is the core issue of the transformation and development of resource-based economy to establish a "pro-" and " qing " relationship between government and enterprises and to straighten out the relationship between government and enterprises.Therefore,it is urgent to build a "pro-" and " clean " relationship between government and enterprises,reshape a healthy political ecology,and promote the coordinated development of the government and enterprises.
