Research On Performance Evaluation System Of T Sewage Treatment Project Based On Balanced Scorecard

PPP model is the public-private partnership model,which means that the government and social resources share the risks and rewards of the project according to their respective advantages and characteristics,and ultimately achieve the purpose of reducing the total construction cost and improving social benefits.Because of its unique advantages,the PPP model has been highly valued since its introduction into China.However,in the background of the hot PPP model,the hidden dangers should be seen: a scientific and reasonable performance evaluation system is the basis for guaranteeing the long-term healthy development of the PPP model,which is exactly what China's current PPP model lacks.How to establish a scientific and reasonable performance evaluation system to help standardize the development of the PPP model in China,so that more social resources can join in,at this stage is a very necessary and urgent task.This thesis first reviews the related research on the influencing factors of PPP project performance appraisal and the BSC,and briefly describes the performance appraisal theory and the related theory of PPP project.Secondly,the project overview of T wastewater treatment plant and the existing performance Evaluation system;Thirdly,the problems existing in the existing performance evaluation system of T wastewater treatment plant are analyzed,and how to construct a performance evaluation system based on Balanced Scorecard will be discussed how to improve these deficiencies.Then,The performance evaluation system of the scorecard is constructed specifically,including three parts: strategy target identification,index selection and weight assignment calculation.The weight assignment calculation part adopts the AHP method.Finally,according to the established performance evaluation system,the results are analyzed and suggestions are put forward.The research results of this paper are mainly reflected in the following aspects: First,it is clear that T wastewater treatment plant should be based on the strategic goal of improving the allocation of social resources,reducing the total cost of construction and improving the social benefits("two increases,one reduction").Second,according to the actual situation of T wastewater treatment plant and the characteristics of environmental protection PPP project,the performance evaluation system of T wastewater treatment plant was reconstructed from four dimensions based on Balanced Scorecard,and provides a reference for the same industry.
