Study On The Government's Behavior Of Ningbo Municipal Solid Waste Treatment(PPP) Project

With the deepening of urbanization process,people's demand for public infrastructure is constantly increasing,which requires the state to invest a large amount of money in the construction of public works.Under this background,the PPP project of municipal solid waste disposal is favored by social capital as an urban infrastructure project with user fees.However,due to the imperfect formulation and supervision of government policies,many problems have arisen: on the one hand,social capital is more interested in municipal solid waste disposal projects,but it can not achieve project cooperation because of access,income security and policies;on the other hand,due to the imperfect incentive,supervision and legal mechanisms of the government,there are individual enterprises.Increase profits again,and adopt individual links of waste incineration treatment,resulting in increased emissions of hazardous substances from treatment plants and harmful to the interests of the public.Based on this,this paper takes PPP model theory and government function theory as the basis of analysis,and takes the potential self-destructive behavior in municipal solid waste disposal PPP project as the starting point,so as to reduce the possibility of private sector harming collective interests in order to increase personal interests,and at the same time increase the participation of social capital in waste disposal PPP project as the research objective,combined with Ningbo.The operation status of municipal solid waste disposal PPP project and Ningbo municipal government's incentive policy for municipal solid waste disposal PPP project are discussed and studied to improve the government behavior of Ningbo municipal government in municipal solid waste disposal PPP project.Through analysis,it is found that government departments can significantly enhance the participation of social capital in PPP projects by formulating clear PPP project operation norms,perfecting standardized cooperation mode between government and enterprise,sharing risks between government and enterprise,and supervising and restraining the behavior of both sides;at the same time,establish and improve supervision mechanism,strengthen risk prevention and sharing,reputation incentive.Methods and measures to optimize market selection can also make the project develop in the direction of optimization.Based on the above research,this paper takes the actual situation of Ningbo municipal solid waste disposal PPP project as the premise,studies and discusses the government behavior of Ningbo municipal government in urban solid waste disposal PPP project,and puts forward a series of contents to be improved,including policy implementation rules,risk prevention and risk sharing between government and enterprise,as well as the perfection of supervision and supervision mode.High social capital participates in PPP projects of municipal solid waste disposal,which provides a reference for improving the optimal development of the projects.
